REQUEST FOR COUNCIL ACTION <br />Date: July 11, 2022 <br /> Item No.: 10.e <br />Department Approval City Manager Approval <br />Item Description: Approve Final Payment for 2021 Sanitary Sewer Main Lining <br />1 B ACKGROUND <br />2 On November 30, 2020, the City Council awarded the 2021 Sanitary Sewer Lining to Visu-Sewer, <br />3 Inc. Work completed under the contract totaled $1,120,761.55. The work was successfully <br />4 completed in spring 2022 and the project is ready to be closed out. <br />5 The project is part of the City’ sewer lining program, begun in 2006 to rehabilitate the sewer mains <br />6 and extend the life of our sanitary sewers by 50 years or more. Lining technology essentially installs <br />7 a new resin pipe inside the original clay tile sewer main without digging up City streets, which <br />8 results in minimal disruption to residents during construction. The liner pipe is inserted into the <br />9 main through existing manholes and cured in place with a heat process. Each segment is typically <br />10 completed in one working day. Service line connections are reopened using a robotic cutter and <br />11 remote cameras. During the process, existing flows are bypassed using pumps. This technology <br />12 also prevents infiltration of groundwater into the main system and can be credited toward a <br />13 Metropolitan Council Environmental services inflow/infiltration surcharge. <br />14 City policy requires that the following items be completed to finalize a construction contract: <br />15 Certification from the City Engineer verifying that all of the work has been completed in <br />16 accordance with plans and specifications. (See Attachment B) <br />17 A resolution by the City Council accepting the contract and beginning the one-year warranty. <br />18 (See Attachment A) <br />19 P OLICY O BJECTIVE <br />20 It is City policy to keep utility infrastructure in good operating condition, utilizing current <br />21 construction technologies that keep service disruption during construction to a minimum. <br />22 F INANCIAL I MPACTS <br />23 The final contract amount, $1,120,761.55, is $23,840.70 (2.1%) less than the awarded amount of <br />24 $1,144,602.25. <br />25 This project was performed in cooperation with the City of Falcon Heights to include their sewer <br />26 lining. The City of Falcon Heights will reimburse the City of Roseville in accordance with their <br />27 cooperative agreement. <br />28 <br />Page 1 of 2 <br /> <br />
