3The City shall enforce the Shoreland, Wetland, and StormwaterManagement <br />ordinanceto regulate alterations of shorelands and wetlands and to maintain <br />existing aquatic, vegetation and wildlife conditions to the maximum extent <br />possible. <br />4The City delegates administration of the Wetland Conservation Act (WCA) to <br />the Watershed Districts which will act as the Local Government Units (LGUs) <br />for enforcing the regulations of WCA. The City shall be informed of and <br />provide informal review of all wetland impacts within the City. <br />5The City shall cooperate and collaborate with the MPCA and local agencies in <br />conducting and implementing TMDL projects for impaired waters within and <br />downstream of the City. <br />4.3Groundwater Protection <br />Unlike surface water resources, which can be managed within well defined and limited <br />physical boundaries, groundwater is a natural resource feature of large geographic areas. For <br />this reason, groundwater must be managed by a local government agency that has authority <br />outside of the City’sjurisdiction. In Ramsey County, the Ramsey Conservation District has <br />been delegated the responsibility to write and administer the Ramsey County Groundwater <br />Protection Plan. Because drinking water in the City is provided by the St. Paul Regional <br />Water Service and the City does not own any public water supply wells, the City has not <br />prepared a Wellhead Protection Plan. <br />Table 9 <br />Goal 3 – Groundwater Protection <br />Goal Statement: Protect the quality and quantity of groundwater through <br />collaboration with local and state agencies managing groundwater resources. <br />Policy No.Goal 3:Groundwater Protection–Policies <br />1The City will follow the Minnesota Department of Health’s (MDOH) guidance <br />on evaluation of stormwater infiltration projects in vulnerable wellhead <br />protection areas (WHPAs) and drinking water source management areas <br />(DWSMAs) to determine if infiltration practices are appropriate. <br />2The City acknowledges the potential for stormwater infiltration practices to <br />mobilize soil contaminants and shall support alternate volume reduction <br />practices in areas of known or suspected soil contamination. <br />3The City will cooperate with Ramsey Conservation District to develop and <br />revise land-use regulations as necessary in DWSMAs to protect drinking water <br />and public health. <br />4The City shall encourageLow Impact Development (LID) to minimize <br />imperviousness and promote naturally occurring groundwater recharge. <br />5The City shall promote water conservation practices such as installing low- <br />flow toilets, washing only full loads of laundry and dishes, and watering lawns <br />and gardens only when needed and during the early morning or evening.
