Attachment A 1 ORDINANCE NO. 2 3 AN ORDINANCE AMENDING 4 TITLE 3, SECTION 309 5 MASSAGE THERAPY 6 7 The City Council of the City of Roseville does ordain: 8 9 SECTION 1: Title 3, Section 309.03 (G), Granting, Denying or Revoking of Massage Therapy 10 Establishment Licenses of the Roseville City Code is amended to read as follows: 11 12 G. Total Licenses: After November 9, 2021 _________ no new Massage Therapy 13 Establishment licenses shall be issued, sold, or transferred, and no Massage Therapy 14 Establishment licenses shall be reinstated following denial, revocation, or non-renewal 15 unless fewer than twenty-five (25) ______ total Massage Therapy Establishment licenses 16 exist in the City. Thereafter, the total Massage Therapy Establishment licenses in the City 17 shall not exceed twenty-five (25) ______ at any one time. 18 19 SECTION 2: Title 3, Section 309.04 (A) and (C), Licenses for Massage Therapists of the Roseville 20 City Code is amended to read as follows: 21 22 A. Application for License: Any person desiring to be licensed as a massage therapist shall file 23 an application on forms provided by the City Manager. The application shall contain such 24 information as the City Manager may require, including, but not limited to:(Ord. 1329, 11-14- 25 05) 26 1. The applicant's full name, address, social security number and written proof of age. 27 2. The name and address of the licensed massage therapy establishment by which the 28 applicant expects to be employed. 29 3. A statement concerning whether the person has been convicted of or entered a plea of 30 guilty to any crime or ordinance violation and, if so, information as to the time, place and 31 nature of such crime or offense. 32 4. Proof that the applicant meets the following educational requirements: 33 a. A diploma or certificate of graduation from a school approved by the American 34 Massage Therapist Association or other similar reputable massage association; or 35 b. A diploma or certificate of graduation from a school which is either accredited by a 36 recognized educational accrediting association or agency or is licensed by the State or 37 local government agency having jurisdiction over the school. 38 c. Each applicant shall also furnish proof at the time of application of a minimum of 39 600 hours of successfully completed course work in the following areas: 40 (1) The theory and practice of massage, including, but not limited to, Swedish, 41 Esalen, Shiatsu and/or foot reflexology techniques; and 42 (2) Anatomy, including, but not limited to, skeletal and muscular structure and 43 organ placement; and 44 (3) Hygiene. 45 Underline reflects new language, strikethrough reflects deleted language
