Attachment B 1 ORDINANCE NO. 2 3 AN ORDINANCE AMENDING 4 TITLE 3, SECTION 309 5 MASSAGE THERAPY 6 7 The City Council of the City of Roseville does ordain: 8 9 SECTION 1: Title 3, Section 309.03 (G), Granting, Denying or Revoking of Massage Therapy 10 Establishment Licenses of the Roseville City Code is amended to read as follows: 11 12 G. Total Licenses: After _________ no new Massage Therapy Establishment licenses shall be 13 issued, sold, or transferred, and no Massage Therapy Establishment licenses shall be 14 reinstated following denial, revocation, or non-renewal unless fewer than ______ total 15 Massage Therapy Establishment licenses exist in the City. Thereafter, the total Massage 16 Therapy Establishment licensesin the City shall not exceed ______ at any one time. 17 18 SECTION 2: Title 3, Section 309.04 (A) and (C), Licenses for Massage Therapists of the Roseville 19 City Code is amended to read as follows: 20 21 A. Application for License: Any person desiring to be licensed as a massage therapist shall file 22 an application on forms provided by the City Manager. The application shall contain such 23 information as the City Manager may require, including, but not limited to: (Ord. 1329, 11-14- 24 05) 25 1. The applicant's full name, address, social security number and written proof of age. 26 2. The name and address of the licensed massage therapy establishment by which the 27 applicant expects to be employed. 28 3. A statement concerning whether the person has been convicted of or entered a plea of 29 guilty to any crime or ordinance violation and, if so, information as to the time, place and 30 nature of such crime or offense. 31 4. Proof that the applicant meets the following educational requirements: 32 a. A diploma or certificate of graduation from a school approved by the American 33 Massage Therapist Association or other similar reputable massage association; or 34 b. A diploma or certificate of graduation from a school which is either accredited by a 35 recognized educational accrediting association or agency or is licensed by the State or 36 local government agency having jurisdiction over the school. 37 c. Each applicant shall also furnish proof at the time of application of a minimum of 38 600 hours of successfully completed course work in the following areas: 39 (1) The theory and practice of massage, including, but not limited to, Swedish, 40 Esalen, Shiatsu and/or foot reflexology techniques; and 41 (2) Anatomy, including, but not limited to, skeletal and muscular structure and 42 organ placement; and 43 (3) Hygiene. 44 45 C.Review of Application: Notwithstanding Section 301.02 of City Code, License 46 applications shall be reviewed and decided upon by the City Manager or designee and shall include
