REQUEST FOR COUNCIL ACTION <br />Date:July 25, 2022 <br /> Item No.: 7.c <br />Department Approval City Manager Approval <br />Item Description: Consider Approval of Contract with Zan Associates for Community Wide <br />Visioning Process <br />1 B ACKGROUND <br />2 At the July 11, 2022 meeting, City Council awarded the contract for a community-wide visioning <br />3 process to Zan Associates. As part of that discussion, Council requested further information on a <br />4 component of their proposal called ‘Hello Lamp Post’. <br />5 <br />6 Representatives from both Zan Associates and Hello Lamp Post will be in attendance tonight to <br />7 provide further information regarding this optional component. Council is being asked to consider <br />8 whether to include this component in the final contract for services. <br />9 P OLICY O BJECTIVE <br />10 The intended outcome of the visioning process is to identify and articulate Community Aspirations <br />11 and to develop and prioritize specific outcomes the community believes will demonstrate the City is <br />12 achieving Community Aspirations. This process will serve as the precursor to the development of a <br />13 community-informed Strategic Plan with specific goals to achieve the prioritized outcomes <br />14 identified during the community visioning process to the maximum extent possible. The objective is <br />15 to ensure that the City’s strategic vision is directly informed by the Roseville community. <br />16 E QUITY I MPACT <br />17 The city’s approved Strategic Racial Equity Action Plan (SREAP) as well as the city’s Racial Equity <br />18 Narrative detail the city’s commitment to providing an inclusive community. Part of that includes <br />19 improving engagement, and participation among community members, developing relationships and <br />20 increasing collaboration with community leaders and organizations, following through on lessons <br />21 learned through community members by committing to listen, learn and implement improved <br />22 methods and practices to better serve the needs of all in the community. It is important that the <br />23 voices that are not historically engaged civically be represented and accounted for during this <br />24 process to ensure that the city is able to achieve aspirations that are important to all residents. The <br />25 company that was chosen is a certified Minority Owned Business. <br />26 B UDGET I MPLICATIONS <br />27 The city has set aside $100,000 in funds in the 2022 budget to conduct a visioning process. As part <br />28 of the RFP, we intentionally did not provide a specific timeline nor a specific budget for this project. <br />29 The purpose behind that was to solicit proposals that met the scope of work associated with <br />30 Council’s desired outcomes, rather than based on an out-dated budget amount. The dollar amount <br />31 included in the 2022 budget was based on visioning projects conducted prior to COVID-19 <br />32 pandemic, and many of them did not have a strong emphasis or focus on engaging hisotrically <br />33 underrepresented groups.
