<br />REQUEST FOR COUNCIL ACTION <br />Date:August 22, 2022 <br />Item No.: 7.c <br />Department Approval City Manager Approval <br />Item Description: Consider amending Chapter 201 of the City Code relating to Youth <br />Commissioners and declare vacancies for youth commissioners on various <br />city commissions. <br />1 B ACKGROUND <br />2 City code allows the City Council to appoint up to two additional residents of the city who are <br />3 the age of 18 or under and enrolled in high school to serve one-year terms on a commission as <br />4 ex-officio youth commissioners. <br />5 <br />6 Currently the city has 2 youth commissioners. One serves on the Human Rights, Inclusion <br />7 and Engagement Commission and the other serves on the Parks and Recreation <br />8 Commission. Both youth members are not eligible for an additional term as they will have <br />rd <br />9 completed their 3 term at the end of August, 2022. Staff is requesting that the City <br />10 Council authorize the vacancies and approve the following timeline for the appointment of <br />11 various youth commissioners. <br />12 <br />August 22 Declare Vacancies <br />August 23 –September 30 Staff advertises and accepts applications. <br />October 10 Council appoints Youth Commissioners to a <br />term ending August 31, 2023. <br />13 <br />14 In addition, staff is proposing to update the current city code language as it pertains to <br />15 youth commissioners. As staff has tried to recruit youth to serve on city commissions, some <br />16 of the main avenues to make connections tends to be through the various Roseville area <br />17 schools. In several cases, students who have shown interest in serving actually live outside <br />18 the Roseville city limits and are therefore not eligible, yet they attend school in Roseville. <br />19 <br />20 Given that schools are a very large part of a young person’s “community”, and are also part <br />21 of the Roseville community, staff is seeking to change the requirement that youth <br />22 commissioners be residents of Roseville, and instead require that the youth applicant be <br />thth <br />23 enrolled in 9– 12 grade in a Roseville-area school or homeschool program. The other <br />24 change related to this section of the city code (201.03) is the removal of the term “ex- <br />25 officio” to reflect the option that Council approved to allow youth commissioners to vote <br />26 with parental consent. <br />27 <br />28 Lastly, the other change relates to the term expiration date. Staff is seeking to update the <br />29 term expiration to reflect the current process of appointing youth to terms that expire <br />30 August 31.
