RCA Attachment D <br />Bryan Lloyd <br />From:Bryan Lloyd <br />Sent:Thursday, August 4, 2022 10:37 AM <br />To:'; Dan Roe <br />Subject:RE: Multiple Dwelling Type map <br />Hiagain,Mike. <br />Maintaininghenumbersonthosemapsisalotmoretimeintensivethanhasbeenworthwhileforthenumberoftimes <br />ƷŷĻǤƩĻused.WhileweķƚƓƷhaveanupdatedmaptheupdatedfiguresareasfollows: <br />Townhome(Owned)820 <br />Townhome(Rented)107 <br />Apartment3,984 <br />Condominium1,261 <br />7 <br />SeniorApartment82 <br />SeniorCooperative390 <br />RosevillenolongerusesthePlanningDistrictsthatyoumention.Theoldplanningdistrictboundariesbasicallyaligned <br />withcensustractboundariesandpreviouscomprehensiveplanswouldidentifycertaininformationabouteachdistrict, <br />buttherewasneverany ķźƭƷƩźĭƷƭƦĻĭźŅźĭƦƌğƓƓźƓŭ(asonewouldexpectofͻtƌğƓƓźƓŭ5źƭƷƩźĭƷƭͼΜbecausethecensustract <br />boundarieshavealwaysbeencompletelyarbitrarywithrespecttothepastandfuturedevelopmentofthecommunity. <br />Theplanningdistrictframeworkwasabandonedforthe2040comprehensiveplanupdatebecauseitķźķƓƷmeaningfully <br />contributetothe/źƷǤƭlanduseplanningefforts.Moretoyourpoint,though,Ithinkyouareexpressingtheopinion <br />yourneighborhoodasadisproportionateshareofmultifamilydevelopmentandIwouldoffertwoprimarythoughtsin <br />reply: <br /> TheoldPlanningDistrict1wasabout140acresthat,again,hadarbitraryboundarieswithrespecttohow <br />tweenCountyRoad <br />wƚƭĻǝźƌƌĻƭlandusepatternsdeveloped.Ifwelookatanotherarbitrarilychosen140acresbe <br />CandCountyRoadC2aroundHamlineAvenuethereareabout100singlefamilyhomes,20duplexes,and575 <br />townhomes,condos,andapartments.Andobviouslyother140acreareascanbefoundwithnodwellingsatall <br />orwithonlydetachedhomes.Thisisonlytoemphasizethefactthattheoldplanningdistrictframeworkwasnot <br />usefultounderstandingorplanningforlanduses. <br /> IĭğƓƷspeakforCouncilmemberStrahan,butIamseeingalotofconfusion/conflationofͻƒǒƌƷźŅğƒźƌǤͼwith <br />earesignificantdifferenc <br />ͻŷźŭŷķĻƓƭźƷǤͼandthatmaybewhatsheisobservingaswell.Theresbetweenlow <br />densityandhighdensitydevelopment,likethescaleofthebuildingsandthepatternsoftrafficgeneration.And <br />theimpactsofmediumdensitydevelopmentwouldfallsomewhereinthemiddlebasedonthetypeofdwellings <br />inagivendevelopment.Yourneighborhooddoeshavesomehighdensityandmediumdensitydevelopment, <br />butthisproposalisclearlylowdensityevenifyouthinkofitasͻƒǒƌƷźŅğƒźƌǤͼ͵Thedevelopmentproposal <br />includes7dwellingsin1.3acres,whichisadensityof5.4dwellingsperacre.Thereareseveralneighborhoodsof <br />detachedhomesinthecommunitywithdensitiesgreaterthanthis.Iwasquicklyabletofindonejustnowthat <br />has9dwellingsin1.4acres,whichis6.4dwellingsperacre.Ihopethishelpstoillustratewhyitisinappropriate <br />toconflatetwofamilyhomeswithhighdensity. <br />Ihopethisishelpful.BeforeIclose,though,Imustinsistyounotcontinuetolikentheconsiderationofthisproposal <br />withredlining.Redliningwaspartofanexplicit,systematic,governmentsponsoredstrategytopreventBlackAmericans <br />andotherpeopleofcolorfrombuyinghomesindesirableWhiteneighborhoods.Thispreventedpeopleofcolorfrom <br />receivingbankloanstobuyhomesandforcedthemtoliveinǒƓķĻƭźƩğĬƌĻΓĻǝĻƓharmfullocations(e.g.,nearpolluting <br />industrialfacilities)andasrentersincrowded,poorlymaintainedpartsofcities.Eventhoughredlininghasbeenillegal <br />forseveraldecadesnow,redliningestablishedpatternsofneighborhoodswithhighpropertyvalues(whereWhite <br />peopledisproportionatelylive)andlowpropertyvalues(wherecommunitiesofcolordisproportionatelylive)thatstill <br />1 <br />Page 1 of 50 <br /> <br />
