Consider Preliminary Approval of a Major Plat to Subdivide Two Residential <br />44 Parcels into Six Lots for Two-Family, Attached Homes (Twin Homes), One <br />45 Lot for Retention of an Existing One-Family Detached Home, and One Outlot <br />46 Senior Planner Bryan Lloyd briefly highlighted this item as detailed in the Request <br />47 for Council Action and related attachments dated July 25, 2022. <br />48 <br />49 Mr. Tom Brama, 3009 Troseth Road, applicant addressed the City Council. <br />50 <br />51 Mr. Lloyd addressed questions regarding density and zoning from the City Council. <br />52 <br />53 Public Comment <br />54 <br />55 Mayor Roe offered an opportunity for public comment with no one coming for- <br />56 ward. <br />57 <br />58 Mr. Doug Burckhardt, 3003 Troseth Road <br />59 Mr. Burckhardt showed where he lives in relation to the proposed plat. He ex- <br />60 plained that with the new proposal, this will be going from two families with less <br />61 than ten people to potentially thirty-five people. There will also be a lot more ve- <br />62 hicles in this particular area. He knew it met the zoning requirement but thought it <br />63 was too much. He noted this area is approximately two percent of the land mass of <br />64 the City of Roseville yet there is ten percent of the apartment dwellings in this area. <br />65 He indicated this changes the entire area and the feeling. He commented that traffic <br />66 is already terrible and will get worse. This area is also inundated with commercial <br />67 properties as well. He indicated the residents should not have to deal with all of <br />68 this. He explained in other cities there are transition zones between high density, <br />69 middle density, and low density. He requested the City Council to really take on <br />70 this visioning process that is coming up and evaluate the impact of this new LDR- <br />71 1 zoning because it is more than what the Council thinks. <br />72 <br />73 Ms. Judy Kolby, 3015 Troseth Road <br />74 Ms. Kolby explained she is in Lot 1 on Troseth Road. She indicated she is neigh- <br />75 bors with the Bramas. She understood Mr. Brama owns some rental properties in <br />76 this area but she wondered why he needs to jam so much in there. She explained <br />77 the yard is not as big as it looks. She wondered how high the homes will be. She <br />78 wondered who is going to pay the assessments on Old Hwy 8 with more people <br />79 using the road. She also did not like the idea of having more kids cutting through <br />80 her yard to get to the back lots. She thought this was disrespectful. There are a lot <br />81 of things that need to be looked at more before this development can occur and <br />82 jamming that many people into this area will cause more problems than good. <br />83 <br />84 Mr. Mike Cassel, 3002 Troseth Road <br />85 Mr. Cassel explained he moved onto Troseth Road in 2000. He indicated he was <br />86 not versed to the concept of Ðmissing middleÑ but it does not belong in this corner <br />87 of the City. He did not think this plat will work in this location.
