Review and Consider an Ordinance Amending City Code Chapter 309: Mas- <br />249 sage Therapy <br />250 City Manager Patrick Trudgeon briefly highlighted this item as detailed in the Re- <br />251 quest for Council Action and related attachments dated July 25, 2022. <br />252 <br />253 Councilmember Etten asked if there was a role for a higher licensing fee that allows <br />254 for the funding of additional staff time. <br />255 <br />256 Mr. Trudgeon explained that is something staff would need to look at further. He <br />257 wants to make sure that the fee charged commensurate with the work put into it. <br />258 Primarily what the fees cover are administrative costs and to cover the background <br />259 check. What the fee does not necessarily cover is the law enforcement side of it <br />260 where there are compliance checks or work done based on a complaint. He would <br />261 want to look at what that would look like if a change were incorporated and that <br />262 would need some further work on staffÓs end and on the Police Department. <br />263 <br />264 Councilmember Etten explained when there is found to be, trafficking in an estab- <br />265 lishment, there are certain criminal proceedings with that, he wondered if there is a <br />266 fee system or loss of license for an establishment owner. <br />267 <br />Page 7 of 50 <br /> <br />
