Minneapolis Bring Your Own Bag ordinance <br />• Passed in 2020, implementation delayed to October 1, 2021 <br />• Retailers charge a minimum 5 cent fee per carryout bag — kept by the <br />retailer to go towards cost of bags, used for other expenses, or donated to <br />charity. Non-taxable. <br />• Fee must be charged to customers and cannot be absorbed by the businesses. <br />• Enforcement [directly from ordinance language]: <br />• The director of community planning and economic development, the director of <br />public works, the commissioner of health, the director of regulatory services, the <br />licensing official and the authorized representatives of those officials shall be <br />authorized to assist with the enforcement of the provisions of this article. <br />• Exemptions: <br />• Businesses without a point of sale system <br />• Farmer's markets <br />• Food banks <br />• Car dealerships & car washes <br />0 Individuals using a voucher or EBS for MN food assistance programs <br />
