Duluth Plastic Carryout Bag Fee/Ordinance <br />• Passed in 2019, implementation delayed to October 15, 2021 <br />• Retailers charge a 5 cent "pass through" fee per carryout bag — <br />kept by the retailer to go towards cost of bags, used for other <br />expenses or donated to charity. Non-taxable. <br />• Enforcement by city clerk — subject to an administrative offense. <br />• $100 for first violation <br />• Exemptions: <br />• Individuals using SNAP or WIC program funds as full or partial <br />payment <br />• Non -profits <br />• Food banks <br />
