REQUEST FOR COUNCIL ACTION <br />Date:September 12, 2022 <br />Item No.:10.d <br />Department ApprovalCity Manager Approval <br />Item Description:Approval to Renew Minnesota Criminal Justice Data Communications <br />Network Subscriber Agreementand Court Data Service Subscriber <br />Amendment <br />1 B ACKGROUND <br />2 In March 2016, the Roseville Police Department (RPD) reneweda longstanding agreement with <br />3 the Minnesota Department of Public Safety, specifically the Bureau of Criminal Apprehension <br />4(BCA) allowing RPD full access to the Minnesota Criminal Justice Data Communications <br />5 Network (CJDN), the proprietary link for available criminal justice data. Law enforcement <br />6 agencies in Minnesota query CJDN for information as pertains to criminal justice data state and <br />7 nationwide. <br />8 <br />9 Additionally, the BCA entered into a separate agreement with Courts known as the Court Data <br />10 Services Subscriber Amendment. The amendment delegates to the BCA the authority to enter <br />11 into an agreement with RPD to cover Court data. <br />12 <br />13 Both the Master Joint Powers CJDN Subscriber Agreementand theCourt Data Services <br />14 Subscriber Amendmenthave been reviewed and approved by Roseville’s City Attorney’s Office. <br />15 P OLICY O BJECTIVE <br />16 The Roseville Police Department meets all requirements as set forth by the Minnesota <br />17 Department of Public Safetyand seeks to renew the Master Joint Powers CJDN Subscriber <br />18 Agreementalong with theCourt Data Services Subscriber Amendment. <br />19 B UDGET I MPLICATIONS <br />20 There are no new anticipated budget implications as RPD is currently subscribed to CJDN at an <br />21 annualcost of $3,360, a rate that has been in effect for no less than ten years. <br />22 S TAFF R ECOMMENDATION <br />23 Staff recommendsCityCouncil approval to renew the Minnesota Criminal Justice Data <br />24 Communications Subscriber Agreement along with the Court Data Services Subscriber <br />25 Amendment, allowing for the required City of Roseville signatures, specifically the City of <br />26 Roseville Mayor and City of Roseville City Manager.
