REQUEST FOR COUNCIL ACTION <br />Date: September 12, 2022 <br />Item No.:10.h <br />Department ApprovalCity Manager Approval <br />Item Description:Approve State of Minnesota Internet Crimes Against Children (ICAC) Task Force <br />Joint Powers Agreement (JPA) <br />1 B ACKGROUND <br />2 Investigating and combating the exploitation of children through use of the internetcan involve the <br />3 assistance of multiple outside law enforcement agencies, as criminal activity knows no borders and <br />4 suspects often commit crimes in multiple jurisdictions. The coordination of multiple law enforcement <br />5 agencies is paramount in these investigations. The Minnesota Bureau of Criminal Apprehension (BCA) <br />6 often assumes the role of coordinating various law enforcement agencies across Minnesota. <br />7 <br />8 By participating as an affiliate to the Minnesota Internet Crimes Against Children (ICAC) Task Force, <br />9 theRoseville Police Department gains access to state of the art technology, best practices in internet <br />10 crimes against childreninvestigations, information sharing and networking, funding and training, <br />11 among other benefits. <br />12 <br />13 The State of Minnesota BCA has prepared a Joint Powers Agreement (JPA) to facilitate the efforts to <br />14 investigate crimes that can span multiple jurisdictionsand for the purpose of implementing a three- <br />15 pronged approach tocombat internet crimes against children: prevention, education, and enforcement. <br />16 <br />17 The city attorney has reviewed and approved the attached JPA. <br />18 <br />19 P OLICY O BJECTIVE <br />20 The Roseville Police Department seeks toenter into this JPAto partner with theState of Minnesota <br />21 Internet Crimes Against Children Task Force as an affiliate member. The task force operates usinga <br />22 three-pronged approach to combat internet crimes againstchildren: prevention, education, and <br />23 enforcement. <br />24 <br />25 F INANCIAL I MPACTS <br />26 There are no financial implications to this JPA. <br />27 S TAFF R ECOMMENDATION <br />28 Staff recommends the City Council approval to accept the JPA and authorize the signing of the <br />29 Agreement by the City of Roseville Mayor, City of Roseville Manager and City of Roseville Chief of <br />30 Police. <br />31 <br />32 <br />Page 1of 2 <br /> <br />
