REQUEST FOR COUNCIL ACTION <br />Date: September 26, 2022 <br /> Item No.: 10.g <br />Department Approval City Manager Approval <br />Item Description: Order Feasibility Report for the Fairview Signal Project <br />1 B ACKGROUND <br />2 Staff is requesting that the City Council order the preparation of a feasibility report for the Fairview <br />3 Signal Project as part of the Minnesota Department of Transportation’s (MnDOT) TH 36/Fairview <br />4 Ramp Improvement project. In 2023, MnDOT will be modifying the ramps, and Fairview Avenue <br />5 between the TH 36 ramps, to provide better queueing and safety. Additionally, as part of the project, <br />6 Ramsey County will be replacing the signal to the entrance of Rosedale Mall and Rosedale Market <br />7 Place. Some ADA improvements and sidewalk improvements will also be done as part of the <br />8 project. <br />9 Funding for the project will be determined using MnDOT’s and Ramsey County’s cost participation <br />10 policies. The costs related to the TH 36 ramp signals is estimated to be $80,000 for the City. The <br />11 City would use Municipal State Aid (MSA) Funds for these costs. The other construction-related <br />12 cost to the City is the signal at the Rosedale Mall and Rosedale Market Place entrance. This cost is <br />13 not eligible for MSA funds. This cost is estimated to be $150,000 per Ramsey County’s cost share <br />14 agreement. Per the City’s Assessment policy, signal improvements that have private legs can be <br />15 assessed. A formal agreement would be entered into with MnDOT and Ramsey County for the <br />16 construction-related costs at a later date. <br />17 Since assessments are proposed for the Rosedale Mall and Rosedale Market Place Signal, the <br />18 Chapter 429 process needs to be followed. The first step is to order a feasibility report and then to <br />19 gather the applicable information for this report. The feasibility report will identify how much of the <br />20 improvements can be assessed. A public hearing will be held and then the improvements can be <br />21 ordered. City staff will plan to complete this by March of 2023 before MnDOT bids the project. <br />22 MnDOT is considering delaying this project until 2024 so this timeframe could be extended. <br />23 The proposed schedule is as follows: <br />24 Authorize Feasibility Study –September 2022 <br />25 Present Feasibility Study & Set Public Improvement Hearing – January 2023 <br />26 Public Improvement Hearing/Order the Improvements/Authorize Plan & Specs – February <br />27 2023 <br />28 Enter into Cooperative Agreement with MnDOT and Ramsey County – March 2023 <br />29 County Open Bids – April 2023 <br />30 Project Construction – Summer 2023 or Summer 2024 <br />31 Final Assessment Hearing – September 2023 or September 2024 <br />Page 1 of 2 <br /> <br />
