COORDINATION AND OUTREACH <br />Falcon Heights staff reached out to staff with the cities of St Paul and Roseville due to shared <br />jurisdiction of roadways on City Limits. <br />For City roadways shared with St Paul, staff recommends using St Paul's recommended speed <br />limits since Falcon Heights is using a similar criterion for roadways. <br />For City roadways shared with Roseville, Roselawn Avenue, the recommendation is to keep this <br />speed limit at the current 30 mph at this time due to the multi jurisdiction roadway, traffic <br />volumes, current speeds and roadway characteristics. <br />Falcon Heights staff conducted an online survey between April 6 and April 23, 2021. 176 Falcon <br />Heights residents responded to the survey. 71% of the respondents were supportive of a 20 <br />mph speed limit on local roads. Of the 29%who were against it, some of these supported 25 <br />mph but not the 20 mph. A portion of the 29% did not want to see any change. A summary of <br />the survey is included at the end of the report. <br />LOCAL POLICIES AND PLANNING <br />The 2040 Comprehensive plan has numerous policies that would support a reduced speed limit. <br />These include the following. <br />• Become a healthier, more active and livable community <br />o Falcon Heights is an Active Living Ramsey Communities partner. <br />• General Land Use Goad #3 - To enhance access and safety for pedestrians and non - <br />motorized transportation. <br />Lower speed limits help meet these goals by promoting a safer environment for non -motorized <br />users such as walkers and bikers, particularly on streets that do not have sidewalks, such as <br />most neighborhoods north of Larpenteur. <br />ANALYSIS <br />Numerous local and national studies have been conducted that support reduced speed limits <br />on local residential roadways. Below is a brief summary of these studies. <br />National guidance <br />All neighboring states next to Minnesota have a default urban speed limit of 25 mph.
