Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: September 27, 2022 <br />Item Description: Civic Campus Master Plan Pre -Design Project Update <br />Background: <br />Item No: 6 <br />In 2021, the City of Roseville developed a Civic Campus Master Plan that identified a vision for the <br />Civic Campus that included a new Maintenance Facility and a relocated License Center. The plan <br />also identified a potential location for the VFW currently located in the area identified for the new <br />Maintenance Facility. <br />In order to maintain the momentum of the Master Plan project, at their October 25, 2021 meeting, <br />the City Council approved a professional services agreement with BKV Group to manage a Pre - <br />Design project that would further enhance the preliminary concepts developed in the Civic Campus <br />Master Plan, develop a phasing plan for the implementation of the plan, and to provide more refined <br />cost estimates for the proposed facilities. <br />On January 24, the Council received an update on the progress of the Pre -Design project and also <br />had a brief conversation about sustainability elements to include in the construction of the new <br />facilities. <br />On April 11, the Council reviewed updated concepts and were presented some of the remaining <br />options for the construction of a new Maintenance Facility, License Center and the relocation of the <br />VFW. <br />On September 12, the project team reviewed the concept renderings and the pros and cons of the <br />east -west vs north -south alignment options for the Maintenance Facility. There was also an update <br />of the engagement efforts for this phase of the project. <br />A final presentation will be made to the City Council, likely in early October, to present the updated <br />project cost estimates and to ask the Council to accept the final report of the Civic Campus Pre - <br />Design Project. <br />Financial Impacts: <br />This project will provide refined cost estimates and phasing plans for the construction of a new <br />Maintenance Facility and License and Passport Center. Estimates from the 2020/2021 Civic <br />Campus Master Plan for these two facilities and associated site costs, along with property <br />acquisition and relocation costs, were about $44 million. Updated costs will be available in early <br />October. <br />Staff is not proposing any actual construction costs or timeframes at this time. <br />
