REQUEST FOR COUNCIL ACTION <br />Date: October 10, 2022 <br />Item No.:10.d <br />Department ApprovalCity Manager Approval <br />Item Description:Approve State of Minnesota Anti-HeroinTask Force Joint PowersAgreement(JPA) <br />1 B ACKGROUND <br />2 CDC’s National Center for Health Statistics indicate that there were an estimated 100,306 drug <br />3 overdose deaths in the United States during 12-month period ending in April 2021, an increase of <br />4 28.5% from the 78,056 deaths during the same period the year before. Minnesota Department of Health <br />5 reports 427 opioid overdose deaths in 2019 and then 678 deaths in 2020 reflectinga drastic spike of <br />6 38% increase of Minnesotans dying as a result of opioid overdose. Limited statistical data is available <br />7 for opioid specific overdoses locally for the same period, however, Ramsey Countyopioid overdose rate <br />8 per 100,000 was 18.2which was higher than the state rate of 13.5 in 2019. <br />9 <br />10 Opioid overdose death investigationscanbe very complex and involvethe assistance of multiple <br />11 outside law enforcement agencies. The Minnesota Bureau of Criminal Apprehension (BCA) frequently <br />12 assumes the role of coordinating various law enforcement agencies across Minnesota. The BCA and <br />13 Roseville Police Department often work together to investigate illicit activities related to the <br />14 distribution of heroin or unlawful distribution of prescription opioids. As a way to recover some of the <br />15 investigative costs, the RosevillePolice Department would like to participate in the Minnesota Anti- <br />16 Heroin Task Force. The department could receive overtime reimbursement as allowed under the <br />17 Community Oriented Policing Services (COPS) Anti-Heroin Task Force Program for these specific <br />18 investigations. <br />19 <br />20 The City Attorney has reviewed the attached State ofMinnesota Anti-Heroin Task Force joint powers <br />21 agreement (JPA) authored by the BCA. <br />22 <br />23 O BJECTIVE <br />24 The Roseville Police Department seeks toenter into this JPAto partner with theState of Minnesota <br />25 Anti-HeroinTask Force to coordinate investigative efforts in combating drug overdose deaths from <br />26 opioids. <br />27 <br />28 F INANCIAL I MPACTS <br />29 There are no financial implications to this JPA. <br />30 S TAFF R ECOMMENDATION <br />31 Staff recommends Council approval to accept the JPAand authorize the signing of the Agreement by <br />32 the City of Roseville Mayor, City of Roseville Managerand City of Roseville Chief of Police. <br />Page 1of 2 <br /> <br />
