<br />REQUEST FOR COUNCIL ACTION <br />Date: October 10, 2022 <br />Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Accept Final Civic Campus Master Pre-Design Report <br />1 B ACKGROUND <br />2 In 2021, the City of Roseville developed a Civic Campus Master Plan that identified a vision for the <br />3 Civic Campus that included a new Maintenance Facility and a relocated License Center. The plan <br />4 also identified a potential location for the VFW currently located in the area identified for the new <br />5 Maintenance Facility. <br />6 In order to maintain the momentum of the Master Plan project, at their October 25, 2021 meeting, <br />7 the City Council approved a professional services agreement with BKV Group to manage a Pre- <br />8 Design project that would further enhance the preliminary concepts developed in the Civic Campus <br />9 Master Plan, develop a phasing plan for the implementation of the plan, and to provide more refined <br />10 cost estimates for the proposed facilities. <br />11 On January 24, the Council received an update on the progress of the Pre-Design project and also <br />12 had a brief conversation about sustainability elements to include in the construction of the new <br />13 facilities. <br />14 On April 11, the Council reviewed updated concepts and were presented with some of the remaining <br />15 options for the construction of a new Maintenance Facility, License Center and the relocation of the <br />16 VFW. <br />17 On September 12, the project team presented final concepts, layouts and landscaping and building <br />18 treatment elements to the City Council. There was also an update on engagement efforts for the <br />19 project. <br />20 At this meeting, the project team will present updated costs for the three buildings, the Maintenance <br />21 Facility, the License and Passport Center, including a flexible recreational space on the second floor, <br />22 and a relocated VFW facility. <br />23 F INANCIAL I MPACTS <br />24 This project has provided refined cost estimates and phasing plans for the construction of a new <br />25 Maintenance Facility and License and Passport Center. Estimates from the Civic Campus Master <br />26 Plan in 2020/2021 for these two facilities and associated site costs, along with property acquisition <br />27 and relocation costs, totaled about $44 million. <br />28 Revised estimates, based on a more thorough conceptual design of the three buildingsas well as <br />29 information on the chosen sites for the new facilities, are now over $83 million for these components <br />30 of the Civic Campus Master Plan. Much of the additional cost is attributable to some expanded <br />31 uses/space as well as significant inflationary costs. This estimated cost, which assumes construction <br />32 over 2025-2027, also accounts for additional inflation currently estimated to be about 7% per year. <br />33 Staff is not proposing any actual construction costs or timeframes at this time. <br />Page 1 of 2 <br /> <br />
