Attachment C <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />2 Roseville, County of Ramsey, Minnesota, was held on the 24th day of October, 2022, at 6:00 <br />3 p.m. <br />4 <br />5 The following Council Members were present:_________; <br />6 and _____were absent. <br />7 Council Member _____ introduced the following resolution and moved its adoption: <br />8 RESOLUTION NO. ___ <br />9 A RESOLUTION APPROVING A FAST-FOOD RESTAURANT WITH DRIVE- <br />10 THROUGH AS A CONDITIONAL USE FORLAUNCH PROPERTIESAND <br />11 STARBUCKS AT 2020 TWIN LAKES PARKWAY (PF22-009). <br />12 WHEREAS, a fast-food restaurant is a use in the Community Mixed-Use (MU-2B) <br />13 district requiring an approved Conditional Use, and <br />14 WHEREAS, a drive-through is an accessory use in the MU-2B districtrequiring an <br />15 approved Conditional Use (CU); and <br />16 WHEREAS, City Code §1009.02.C establishes general CU criteria that is required to be <br />17 met by a CU proposal; and <br />18 WHEREAS, City Code §1009.02.D.12 establishes additional standards and criteria that <br />19 are specific to drive-through facilities; and <br />20 WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br />21 proposed drive-through CUon October 5, 2022, voting 6-0 to recommend approval of the fast- <br />22 food restaurant with a drive-through for Starbucks; and <br />23 WHEREAS, the property at 2020 Twin Lakes Parkway is legally described as: <br />nd <br />24 Lot 3, Block 1, Twin Lakes 2Addition <br />25 WHEREAS, the City Council has determined that approval of the proposed fast-food <br />26 restaurant with a drive-through CUat 2020 Twin LakesParkwaypursuant to 1009.02.C and <br />27 1009.02.D.12 of the City Code will not result in adverse impacts to the surrounding properties <br />28 based on the following findings: <br />29 G ENERAL C ONDITIONAL U SE C RITERIA §1009.02.C: <br />30 a. The proposed use is not in conflict with the Comprehensive Plan. While a drive-through <br />31 facility does not appreciably advance the goals of the Comprehensive Plan aside from <br />32 facilitating continued investment in a property, Planning Division staff believes it does not <br />33 conflict with the Comprehensive Plan. More specifically, the General and Commercial Area <br />34 Goals and Policies sections of the Comprehensive Plan include a number of policies related <br />35 to reinvestment, redevelopment, quality development, and scale. The proposed drive-through <br />36 is one component of a larger investment, which would align with the related goals and <br />37 polices of the Comprehensive Plan. <br />Page 1 of 4 <br /> <br />
