ATTACHMENT A <br />1 ORDINANCE NO.___ <br />2 <br />3 AN ORDINANCE CREATING A NEW CHAPTER 910 <br />4 TO THE ROSEVILLE CITY CODE, <br />5 TENANT NOTIFICATION AND NOTICE OF POTENTIAL SALE <br />6 WITH RESPECT TO LICENSED RENTAL PROPERTIES <br />7 CONTAINING 5 OR MORE UNITS <br />8 <br />9 The City Council of the City of Roseville does ordain: <br />10 <br />11 Section One. Tenant Notification and Notice of Potential Sale. A new Chapter 910 is inserted into <br />12 City Code that outlines the following requirements for licensed rental properties. <br />13 <br />14 TENANT NOTIFICATION AND NOTICE OF POTENTIAL SALE WITH RESPECT TO <br />15 LICENSED RENTAL PROPERTIES <br />16 <br />17 SECTION: <br />18 910.01: Purpose <br />19 910.02: Definitions <br />20 910.03: Notice to the City of Proposed Sale <br />21 910.04: Post Sale Notice <br />22 910.05: Relocation Assistance <br />23 910.06: Tenant Complaints <br />24 910.07: Penalty <br />25 910.01: Purpose <br />26 The purpose of this Chapter is to provide housing stability, protection, and notification to tenants in rental <br />27 housing during an ownership transition. This Chapterrequires notice to both tenants and the City <br />28 whenever title to licensed rental property containing fiveor more rental housing units is conveyed or <br />29 otherwise transferred. Under this Chapter, an owner of a housing building is required to pay resident <br />30 relocation benefits if the owner takes certain actions during a required three-month tenant notification <br />31 period, and the resident of the building needs to move as a result of the owner’s action(s). In addition, <br />32 this Chapter requires that when rental properties affordable to lower income households become available <br />33 for sale, the City must receive notice of the potential sale so that it can make such information available <br />34 to parties interested in purchasing the property with a goal of keeping rents affordable for lower income <br />35 households. <br />36 910.02: Definitions <br />37 The following definitions in this Section apply in Chapter 910. Defined terms remain defined terms, <br />38 whether or not capitalized. <br />39 <br />40 A. Affordable Housing Building: A multiple-family rental housing building having five or more dwelling <br />41 units where at least 20 percent of the units rent for an amount that is affordable.
