REQUEST FOR COUNCIL ACTION <br />Date:November 7, 2022 <br />Item No.: 10.e <br />Department Approval City Manager Approval <br />Item Description:Approve Toward Zero Deaths (TZD) Agreementwith City of St. Paul <br />1 B ACKGROUND <br />2 Minnesota’s Toward Zero Deaths (TZD) is the state’s cornerstone traffic safety program, <br />3 employing an interdisciplinary approach to reducing traffic crashes, injuries, and deaths on <br />4 Minnesota roads. While individual disciplines have a long history of successful traffic safety <br />5 programs, TZD aims to tie these together with a common vision and mission for even greater <br />6 success. The TZD program uses data to target areas for improvement and employ proven <br />7 countermeasures. <br />8 The TZD program team works in partnership with community and corridor groups to improve <br />9 the traffic safety of a designated area. TZD provides technical assistance, materials, and <br />10 guidance to local groups that are committed to reducing crashes and the fatalities and severe <br />11 injuries that result from them. <br />12 Individual campaigns known as Click it or Ticket, Safe &Sober, along with others are included <br />13 in the ongoing TZD program. The Roseville Police Department has a long history participating <br />14 in these programs to promote traffic safety. <br />15 The St. Paul Police Department submitted an application to the Minnesota Department of <br />16 Public Safety to receive funds for the 2022-2023 TZD project. As part of a larger grant <br />17 awarded to the St. Paul Police Department, the Roseville Police Department (RPD) is eligible <br />18 to receive up to $36,310.00 in reimbursement for participation in the TZD project beginning <br />19 October 1, 2022 through September 30, 2023 to offset increased personnel overtime cost for <br />20 traffic enforcement. <br />21 As an outcome of high productivity, road fatality levels, and interest in enforcement, agencies <br />22 participating in the Ramsey County Traffic Safety Initiative (RCTSI) were granted increased <br />23 TZD funding. Particularly due to RPD’s interest to work enforcement details and consistently <br />24 providing highproductivity, our budgetincreased by 34% over last year, 4.6% of the total <br />25 Ramsey County budget. <br />26 The St. Paul Police Department and the Roseville Police Department will enter into a grant <br />27 agreement with the Minnesota Department of Public Safety, Office of Traffic Safety for the TZD <br />28 project during the above stated period. <br />29 <br />30 Roseville’s Detective Jacob Swanson will continue coordinating the grant activities for <br />31 Roseville.
