REQUEST FOR COUNCIL ACTION <br />Date:November 7, 2022 <br />Item No.:10.f <br />Department ApprovalCity Manager Approval <br />Item Description:Ramsey County VCET Joint Powers Agreement Approval <br />1 B ACKGROUND <br />2 In 2005, Ramsey County and the cities ofSt. Paul, Maplewood, White Bear Lake and Roseville <br />3 formed a joint task force for thepurpose of moreeffectively enforcing controlled substance laws and <br />4 investigating and prosecuting related crimes with a focus on felonies related to the distribution of <br />5 narcotics and/or other cases that have an impact on multiple jurisdictions. At that time, the task force <br />6 was called the East Metro Narcotics Task Force. <br />7 <br />8 In January of 2010, the East Metro Narcotics Task Force became the Ramsey County Violent Crime <br />9 Enforcement Team (VCET).Ramsey CountyVCET was required to comply with allrequirements <br />10 for VCETs asestablished by the State of Minnesota. <br />11 <br />12 The current Task Force members are Ramsey County, the City of Saint Paul, the City of <br />13 Maplewood, the City of Roseville, the City of New Brighton, the City of White Bear Lake, and the <br />14 City of Mounds View. <br />15 <br />16 The Joint Powers Agreement (JPA)signed in 2005, 2007, 2010, 2013, and 2018, along with the <br />17 current JPA, have been reviewed and authorized by the City Attorney. <br />18 P OLICY O BJECTIVE <br />19 Renew the JPA and allow all members of the Ramsey County Violent Crime Enforcement Team <br />20(VCET)through the formation of the task force,to more effectivelyenforce controlled substance <br />21 lawsthroughinvestigation and prosecution of related crimes, especially felony-level crimes. <br />22 <br />23 B UDGET I MPLICATIONS <br />24 Not applicable. <br />25 <br />26 S TAFF R ECOMMENDATION <br />27 Allow the Roseville Police Departmentto accept and abide by the terms of the Joint Powers <br />28 Agreement and authorize the Mayor, City Manager, City Attorney, Finance Director and Chief of <br />29 Police to sign the document. <br />30 <br />31 R EQUESTED C OUNCIL A CTION <br />32 Allow the Roseville Police Departmentto accept the terms of the Agreement and authorize the <br />33 Mayor, City Manager, City Attorney, Finance Director and Chief of Police to sign the document. <br />Page 1of 2 <br /> <br />
