30 Increase Education & Outreach: <br />31 o Promote No Mow/Less Mow May through March/April Newsletter, Social Media, <br />32 News Updates, Sustainability Newsletter, website, etc. <br />33 o Provide signs <br />34 City should look at non-active turf areas to incorporate into program. <br />35 Code relaxed for April to mid-June which would allow properties to slowly move back into a <br />36 mowing routine. <br />37 Commission would like to review the 2023 program and provide additional comments and <br />38 recommendations to improve the program for the following year. <br />39 Commission would like to review the mowing ordinance, and look to see if there are benefits <br />40 to relax the ordinance year round. <br />41 Public Works staff currently maintains several miles of right-of-way across the city, most of <br />42 which is a mowed strip next to the curb to maintain a mowed edge. There are very few sites in <br />43 the city that are large mowed areas that are maintained by Public Works staff. With recent <br />44 construction projects, native restorations have been utilized to create pollinator-friendly habitat. <br />45 One of our first restorations is around City Hall, and several others have been installed over the <br />46 past few years at Corpus Christi Church, Ramsey County Ditch 4 and Twin Lakes Parkway. <br />47 Staff will continue to incorporate native restoration areas where feasible. <br />48 Parks and Recreation staff maintains vegetation throughout all City parks. A significant amount <br />49 of park land is maintained for active use. During the month of May, the Parks and Recreation <br />50 Department attempts to mow these areas less than other seasons, but cannot allow the grass to <br />51 grow too high due to limitations caused by commercial equipment and logistics related to <br />52 reducing the grass to an acceptable height in June. Parks and Recreation continues to prioritize <br />53 the provision of pollinator habitat through the use of year-round unmaintained areas, native <br />54 restoration throughout the park system and pollinator-friendly plants and grasses where <br />55 appropriate. <br />56 F INANCIAL I MPACTS <br />57 There is no financial impact to the City of Roseville to administer and promote the program. The <br />58 costs associated with this would be limited to staff time. <br />59 Depending on the level of promotion, there could be a minimal cost for printing handouts and/or <br />60 signage. There currently isn’t a sustainability budget, so any costs would come out of the Public <br />61 Works Administration Supplies and Materials budget. <br />62 S TAFF R ECOMMENDATION <br />63 Staff recommends the City Council receive the presentation and provide direction for any program <br />64 changes to No Mow May 2023. <br />Page 2 of 3 <br /> <br />
