Rd. B West <br />The proposed development is located in Sector I of the Parks and Recreation system, one of <br />the more densely populated sectors in Roseville. This sector includes many existing multi-family <br />units and only 14acres of parkland. It is anticipated that this development will bring 86housing <br />unitsto an already overtaxed portion of our parks system. <br />Because this proposal is not replatting, it appears that this project does not qualify for Park <br />Dedication. However, it is reasonable to assume that the impact of each of the units beyond <br />what would be allowed without a conditional use(57 units) would be similar to that of a new <br />subdivision. As such, the Parks and Recreation department recommends a park impact fee be <br />considered as a condition of approval. <br />One fee that could be considered is $4,250 per unit foreach unit beyond the maximum allowed <br />without a conditional use permit (29 units). This is the standard per-unit fee used for cash in lieu <br />of land when park dedication is assessed, and could be used similarly in this situation to offset <br />the anticipated impact that these additional units will have upon the Parks and Recreation <br />system. <br />In recognition of the specific needs in this area, these funds could be dedicated specifically for <br />use on Capital projects in parks located in sector I, such as Lexington, Keller Mayflower or <br />Bruce Russell parks, to ensure that the residents in this development have access to high <br />quality parks and recreation facilities that Roseville residents have come to expect. <br />Page 1 of 4 <br /> <br />
