B)Development Review <br />The Public Works Department reviewed the proposed plans for the project noted above and offer <br />the following comments with regard to the project’s impact on City services and/or <br />infrastructure: <br />1.Site Plan <br />o A traffic study was conducted in 2016. The scenario included 250 units with <br />access to Albert St. Thescenario had no issues with that level of traffic, and no <br />further requirements were required. The current proposal of 86 units will have <br />1,090 less trips per day than the 250-unit scenario studied in 2016. Current <br />traffic volumes are the same or less. The new site plan will have the same access <br />as the previous studied plan. Staff has determined the new proposal will not <br />have any significant traffic impacts. <br />Based on the existing traffic study, high-density development generates <br />approximately 6.65 trips/day. For the 86 units proposed this equates to 572 new <br />tripsor 1090 less than the peak scenario studied in 2016. <br />Albert Street ADT from 2017 was 1,400 vpd. Latest counts have not returned to <br />pre-covid conditions. <br />County Road B ADTfrom 2018 was 10,500 vpd. In 2015 it was 10,800 vpd. Latest <br />counts have not returned to pre-covid conditions. <br />Since 2016, Albert has been convertedto a three-lane roadway which should <br />help traffic flow and safetyespecially at driveways midblock. <br />The intersection of Albert& Commerce is was converted to an all way stop in <br />the September 2022, which should provide better safety with the increased <br />traffic. <br />o Pathway improvements on the westside of Albert St. and the north side of Cty. <br />Rd B are shown.A public improvement contract will be required for the <br />improvementon Albert St., and an easement will be required for the south end. <br />The County is in the process of acquiring needed easements for the sidewalk on <br />Cty.
