The plan does address many <br />141 of the requirements. Due to sometimes the limitations of the rendering software, the <br />142 grass may not look as accurate as to what might be native to the area but certainly the <br />143 grass and anything planted in the area is native to the area. <br />144 <br />145 Member McGehee asked if there is any possibility of any larger trees. <br />146 <br />147 Mr. Gottschalk indicated he did not have the civil plans with him but he did know <br />148 that part of their landscaping plan there is an entire tree and bush and other plants and <br />149 flower scheme proposed for that site but he did not know the entire details. Whatever <br />150 trees that can be salvaged onsite will be saved and there is a requirement to plant <br />151 quite a bit. <br />152 <br />153 Public Comment <br />154 <br />155 Chair Kimble noted there was a note from Mr. & Mrs. Graham to the City in support <br />156 of the development and another email from Mr. & Mrs. Toconita who had a lot of <br />157 questions to staff regarding the project and felt it would be injurious to their <br />158 neighborhood. <br />159 <br />160 Mr. Paul Johnston, Burke Avenue, explained one of the issues brought up was that <br />161 this development would not have a negative impact on neighboring properties. He <br />162 indicated he just had a market analysis done on his home and one of the things that <br />163 was spelled out in there, while determining the value of his property, was the large <br />164 green space on County Road B. If that is gone it will have a negative impact on his <br />165 property value. He is concerned with the traffic that this development will bring. <br />166 Staff brought up a six-year-old traffic study during the presentation which is not a <br />167 current traffic study and does not show how traffic is around the area today. It <br />168 appears that the developer would like the residents to live with what is considered to <br />169 be acceptable traffic levels based upon a six-year-old study, however, the developer <br />170 would like to have a variance to what is an established parameter. If the <br />171 neighborhood has to live within whatever parameters are currently established than he <br />172 would request the developer do the same. Particularly if looking at the intersections <br />173 of County Road B and Pascal. If a person tries to take a left off of County Road B to <br />174 Pascal that person will sit there for five to ten minutes and sometimes fifteen to <br />175 twenty minutes because of the increase in volume of traffic. Also, he noticed there <br />176 are new temporary stop signs at the north end of Albert which is another disaster <br />177 intersection. <br />178 <br />179 Ms. Celeste Moore Hannan, 1398 Sandhurst Drive, indicated her house is directly <br />180 across from the driveway into and out of the new planned facility.
