REQUEST FOR COUNCIL ACTION <br />Date:December 5, 2022 <br /> Item No.: 10.d <br />Department Approval City Manager Approval <br />Item Description: Approve Professional Services Agreement with Metro-INET Joint Powers <br />Authority for Financial Services and use of Roseville facilities <br />1 B ACKGROUND <br />2 Metro-INET became a separate IT joint powers authority in 2021. Previously, Metro-INET was part of <br />3 the City of Roseville and provided IT services to 43 other local government agencies. It is necessary that <br />4 an agreement is in place to manage the transition of Metro-INET from City operation to a separate joint <br />5 powers authority. <br />6 Last year the City entered into a professional services agreement that outlines the administrative services <br />7 that the City of Roseville will provide Metro-INET, including the provision of office and storage space <br />8 through the end of 2022. Under the previous professional services agreement, the City provided IT <br />9 personnel to Metro-INET as a pass through cost and provided financial services, human resources <br />10 services and office space. Under the agreement, Metro-INET paid Roseville $52,378. <br />11 The transfer of IT employees from City of Roseville employees to Metro-INET is occurring on <br />12 December 15, 2022. As a result, the agreement with Metro-INET has been changed and now states that <br />13 the City will only provide financial services and space at Roseville City Hall to Metro-INET. Under the <br />14 agreement, Metro-INET will pay Roseville $43,860. <br />15 This agreement was approved by the Metro-INET Board of Directors on October 18, 2022 <br />16 P OLICY O BJECTIVE <br />17 Roseville has long valued shared partnerships with other local government entities and the private sector <br />18 to provide cost-effective and efficient services to the community. Since its creation, Metro INEThas <br />19 been a model of partnership of providing local government IT services in the Twin Cities metro. Once <br />20 Metro-INET fully transitions to a fully independent joint powers authority, Roseville will continue to <br />21 benefit from this shared service. <br />22 B UDGET I MPLICATIONS <br />23 Entering into this agreement will provide $43,860 in revenue to the City of Roseville. <br />24 S TAFF R ECOMMENDATION <br />25 Staff recommends the City Council approve entering into the professional services agreement with <br />26 Metro-INET Joint Powers Authority for Financial Services and use of City facilities. <br />27 R EQUESTED C OUNCIL A CTION <br />28 Motion to approve entering into the professional services agreement with Metro-INET Joint Powers <br />29 Authority for Financial Services and the use of City facilities. <br />Prepared by: Patrick Trudgeon, City Manager (651) 792-7021 <br /> <br />Attachment: A: Professional Services Agreement <br />Page 1 of 1 <br /> <br />
