REQUEST FOR COUNCIL ACTION <br />Date: January 9, 2023 <br />Item No.:7.i <br />Department Approval City Manager Approval <br />Item Description: Consider Adoption of Roseville’s 2023 Legislative Priorities <br />1 B ACKGROUND <br />2 At the November 28 and December 5, 2022 meetings, the City Council discussed 2023 Legislative <br />3 Priorities. As a result of the discussion, the draft 2023 Legislative Priorities are listed below: <br />4 <br />5 High Priority Items (Items that City of Roseville will directly advocate for passage by the <br />6 Legislature) <br />7 • Seek financial support for capital improvements for the state and regional asset of the <br />8 Guidant John Rose Minnesota OVAL and support facilities through the State Bonding Bill <br />9 • Allow Municipal Hotel Licensing <br />10 • Regulate the sale of catalytic convertors <br />11 • Increased funding to local governments to address emerald ash borer <br />12 • Allowing a Taproom and Cocktail Room on the same premise <br />13 • Enact statewide Licensing of Massage Therapists <br />14 • Enact Local Option Sales Tax for Roseville <br />15 <br />16 Other Priorities (Items the City of Roseville supports but will let other organizations directly <br />17 advocate for passage by the Legislature) <br />18 • Amend state law to provide for the opportunity for city officials to participate virtually at city <br />19 meetings from a remote location without having to open the remote location to the public as <br />20 long as at least one publically accessible location is offered when not in pandemic emergency <br />21 • Approve statewide conversion therapy ban <br />22 • Increase fees allocated to local Deputy Registrars <br />23 • Funding for Mental Health Voluntary Engagement <br />24 • Increase funding for mental health services and resources for public safety <br />25 • Implement Police Officer arbitration reform <br />26 • Increase affordable housing funding <br />27 • Advocate for an increase in Transportation Funding <br />28 • Amend State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler <br />29 Systems in R-2 (Multi-Family) Occupancy Groups <br />30 • Improve Absentee Balloting <br />31 • Continue to fund the DEED Redevelopment Grant Program and the Demolition Loan <br />32 Program <br />33 • Create presumptive coverage for Firefighters diagnosed with cancer <br />34 • Improve transparency of information property tax notices sent by counties <br />Page 1 of 2 <br /> <br />
