Attachment A City of Roseville 2023 Legislative Priorities High Priority Items (Items that City of Roseville will directly advocate for passage by the Legislature) •Seek financial support for capital improvements for the state and regional asset of the Guidant John Rose Minnesota OVAL and support facilities through the State Bonding Bill •Allow Municipal Hotel Licensing •Regulate the sale of catalytic convertors •Increased funding to local governments to address emerald ash borer •Allowing a Taproom and Cocktail Room on the same premise •Enact statewide Licensing of Massage Therapists •Enact Local Option Sales Tax for Roseville Other Priorities (Items the City of Roseville supports but will let other organizations directly advocate for passage by the Legislature) •Amend state law to provide for the opportunity for city officials to participate virtually at city meetings from a remote location without having to open the remote location to the public as long as at least one publically accessible location is offered when not in pandemic emergency •Approve statewide conversion therapy ban •Increase fees allocated to local Deputy Registrars •Funding for Mental Health Voluntary Engagement •Increase funding for mental health services and resources for public safety •Implement Police Officer arbitration reform •Increase affordable housing funding •Advocate for an increase in Transportation Funding •Amend State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler Systems in R-2 (Multi-Family) Occupancy Groups •Improve Absentee Balloting •Continue to fund the DEED Redevelopment Grant Program and the Demolition Loan Program •Create presumptive coverage for Firefighters diagnosed with cancer •Improve transparency of information property tax notices sent by counties •Allow for the use of city website or other technology-based methods for official notices •Review the effectiveness of state law with the regulation of emergency services •Review the effectiveness of state law with the regulation of emergency medical services •Police Officer Recruitment and Retention •Racial Equity Data •Regulation of cannabinoid products •Support legislative efforts to require the Department of Labor and Industry to adopt an advanced energy standard as part of the State Building Code and other legislative efforts to support zoning and financial incentives at the local level to encourage sustainable building design, construction, and operation strategies that aim to lower overall greenhouse gas emissions.
