112 P OLICY O BJECTIVE <br />113 It is City policy to keep City-owned infrastructure in good operating condition and to keep systems <br />114 operating in a safe condition. <br />115 B UDGET I MPLICATIONS <br />116 Staff is developing preliminary cost estimates for the projects at this time. We anticipate the total <br />117 work plan cost to be approximately $6.5 million with City cost around $6 million. <br />118 The Street Infrastructure Fund supports the local street Mill and Overlay program. <br />119 The following projects will be funded from the City’s MSA account: <br />120 TH 36/Fairview Ramp project <br />121 TH 36/Hamline Ramp project <br />122 McCarrons Retaining Wall <br />123 Cleveland Pathway <br />124 Lexington Pathway <br />125 Utility improvements are funded from the respective Utility enterprise funds. <br />126 The Marion Pathway project will be funded using grant funds. <br />127 The Twin Lakes Trail Phase 2 project will be funded with developer funds, pathway funds and storm <br />128 sewer utility funds. <br />129 Crack sealing and major patching are funded from the street maintenance budget. This budget is <br />130 supported by the general fund tax levy and MSA maintenance allocation. Staff recommends funding <br />131 a program consistent with our pavement maintenance policies. <br />132 By taking action now, the Council will be authorizing staff to work on plans for the projects as <br />133 described and to advertise for bids once plans are finished. As project bids are opened, staff will <br />134 bring individual contracts to the City Council for approval. A detailed cost breakdown will be <br />135 included with those Council Actions. <br />136 R ACIAL E QUITY I MPACT S UMMARY <br />137 The overall projects and programs identified in the 2023 Public Works Work Plan should benefit the <br />138 City as a whole with no negative impacts to historically disadvantaged communities. All street <br />139 projects include improvements to curb ramps within the project area to latest standards which should <br />140 provide better access for individuals with disabilities. <br />141 The four new pathway projects proposed were all chosen to enhance walkability in areas with the <br />142 most need. These projects should be an overall benefit to historically disadvantaged communities <br />143 who a more likely to use these pathways: <br />144 Marion Street Pathway - Provides new pedestrian connection to multi-family housing that <br />145 serves the highest minority census block (62%) within the city. The new pathway will make <br />146 connections to the existing sidewalk network and provide safer access to two parks and better <br />147 connections to transit on Larpenteur Avenue. <br />148 Twin Lakes Trail Phase 2 - The second phase of the trail project will connect two low <br />149 income multi-family housing units with better access to Oasis Park. <br />150 The Lexington Pathway project will provide better access to transit andfor high school <br />151 students accessing Roseville Area High School. <br />Page 4 of 5 <br /> <br />
