To use my financial background, skills and experience for the benefit of the City of Roseville. Especially those skills with respect to managing a fund based accounting system, preparing clear financial reports supported by interpretive notes, graphs, and trend information. To help maintain the City's strong financial condition. To help plan and prepare for future opportunities and challenges. To continue my lifelong services as a volunteer. (See volunteer activities) What is your view of the role of this Commission? First and foremost, I see the role of the Finance Commission as advisory support for the City Finance Director, Finance staff and City Council Review and recommend budget timetable, supporting budget documents, and formal budget that supports the strategic goals of the City. Make recommendations that would promote clarity and transparency of financial reports. Review audit recommendations, management letter and audited financials. Provide advisory services with respect to investments, and accounting policies & procedures. What specific skills or experiences do you have that would be beneficial in serving on the advisory commission for which you are applying? 40+ years financial management experience. Most at senior /executive level. 27 years as CFO of one of Minnesota's leading human services providers. Managed and directed preparation of corporate budget of $35,000,000. Fund accounting skills and experience. Senior financial liaison to Board of Directors. Presented budgets and monthly financial reports to BOD. Managed IT department. Developed specs for software. Assisted in software selection and implementation. Senior staff liaison to Endowment Investment Committee. Worked with professional investment managers. Established investment policies. (Continued) Worked with lobbyists on matters related to funding and reimbursement rates. Throughout my career as CFO, I was focused on revenue management and maximization. Became known as statewide subject matter expert on reimbursement systems. Acted as consultant to the provider associations in rate setting formula activities with the MN Dept of Human Services. Identified opportunities and strategies to move funding responsibilities from Hennepin County to State of MN, and from MN to federal (Medicaid).
