Seventeen years <br />Commission preference: Finance <br />This application is for: New Term <br />Why do you want to serve on this Commission? <br />To use my financial background, skills and experience for the benefit of the City of Roseville. <br />Especially those skills with respect to managing a fund based accounting system, preparing clear <br />financial reports supported by interpretive notes, graphs, and trend information. <br />To help maintain the City's strong financial condition. <br />To help plan and prepare for future opportunities and challenges. <br />To continue my lifelong services as a volunteer. (See volunteer activities) <br />What is your view of the role of this Commission? <br />First and foremost, I see the role of the Finance Commission as advisory support for the City Finance <br />Director, Finance staff and City Council <br />Review and recommend budget timetable, supporting budget documents, and formal budget that <br />supports the strategic goals of the City. <br />Make recommendations that would promote clarity and transparency of financial reports. <br />Review audit recommendations, management letter and audited financials. <br />Provide advisory services with respect to investments, and accounting policies & procedures. <br />What specific skills or experiences do you have that would be beneficial in serving on the advisory <br />commission for which you are applying? <br />40+ years financial management experience. Most at senior /executive level. <br />27 years as CFO of one of Minnesota's leading human services providers. <br />Managed and directed preparation of corporate budget of $35,000,000. <br />Fund accounting skills and experience. <br />Senior financial liaison to Board of Directors. Presented budgets and monthly financial reports to BOD. <br />Managed IT department. Developed specs for software. Assisted in software selection and <br />implementation. <br />Senior staff liaison to Endowment Investment Committee. Worked with professional investment <br />managers. Established investment policies. (Continued) <br />Worked with lobbyists on matters related to funding and reimbursement rates. <br />Throughout my career as CFO, I was focused on revenue management and maximization. Became <br />known as statewide subject matter expert on reimbursement systems. Acted as consultant to the <br />provider associations in rate setting formula activities with the MN Dept of Human Services. <br />Identified opportunities and strategies to move funding responsibilities from Hennepin County to State <br />of MN, and from MN to federal (Medicaid). <br /> <br />
