Member Cicha nominated himself for this position. <br />Motion <br />Member Ficek moved, Member Luongo seconded, appointing Commissioner <br />Cicha to the Ethics Commission. <br />Ayes: 4 <br />Nays: 0 <br />Motion carried. <br />5. Communication Items <br />Public Works Director Jesse Freihammer provided a brief review and update on <br />projects and maintenance activities listed in the staff report dated November 22, <br />2022. <br />Mr. Freihammer announced he is now the Public Works Director for the City, and <br />the City will start interviewing for his previous position, hopefully before the <br />holidays and he anticipated a new staff member for the Assistant Public Works <br />Director/City Engineer position to start work in January. <br />Chair Ficek thought Roseville was still in the lead for the Home Energy Squad. <br />Mr. Freihammer indicated that was correct. <br />6. Public Works 2023 Work Plan <br />Public Works Director Jesse Freihammer explained that each year Public Works <br />staff monitor and evaluate the condition of City infrastructure for development of <br />ongoing maintenance and replacement needs plans. He presented the 2023 Work <br />Plan to the Commission and asked for comments. <br />Member Hodder asked how the City's pavement management reserves look like as <br />far as the budget over the next few years. <br />Mr. Freihammer indicated short term it is doing okay. Long term, it will still need <br />to be a discussion item, but the City Council does keep putting little chunks of <br />money into it and the department has been consistent on what is being spent. He <br />noted the City is good for the next ten years, longer term than that, certainly <br />depending on which way inflation goes with costs like that the reserves may need <br />to be re-evaluated. <br />Chair Ficek inquired, for the Hamline/36 replacement he assumed this is trying to <br />be done before work starts on Fairview so that, if traffic diverts, it can go through <br />and he wondered if this will be turned into an all -way stop for the school when lots <br />of people are going through there. <br />Page 2 of 5 <br />
