Attachment E <br />MINNESOTA POLLUTION <br />CONTROL AGENCY <br />AUTHORIZATION TO DISCHARGE STORMWATER <br />ASSOCIATED WITH SMALL MUNICIPAL SEPARATE STORM SEWER SYSTEMS <br />UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES)/ <br />STATE DISPOSAL SYSTEM (SDS) PROGRAM <br />MS400047 <br />Permittee: City of Roseville <br />Coverage issuance date: October 28, 2021 <br />Expiration date: November 15, 2025 <br />The state of Minnesota, on behalf of its citizens through the Minnesota Pollution Control Agency (MPCA), authorizes <br />the Permittee to operate a small municipal separate storm sewer system (MS4) and to discharge from the small MS4 <br />to receiving waters, in accordance with the requirements of the Small Municipal Separate Storm Sewer Systems <br />General Permit MNR040000 (General Permit). <br />The goal of the General Permit is to reduce pollutant levels in point source discharges and protect water quality in <br />accordance with the U.S. Clean Water Act, Minnesota statutes and rules, and federal laws and regulations. <br />The MPCA issued the General Permit on November 16, 2020, however the permittee received coverage under the <br />General Permit on the coverage issuance date identified above.
