Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: November 22, 2022 <br />Item Description: City Roadway Speed Limits <br />Item No: 7 <br />Background: <br />At the September PWETC meeting, staff presented information about speed limits. Since that time, <br />staff has gathered more information. A 50"' percentile speed map is now included, in addition to the <br />85"' percentile speed. The police department has detailed stats about traffic stops since 2017. The <br />2021 report is included as Attachment D. <br />As mentioned at the previous PWETC meeting in September, speed limits historically have been set <br />per State Statute or by doing a speed study and using the 85"' percentile speed to establish the speed <br />limit. Newer research has indicated that using the 85"' percentile speeds in an urban environment <br />may not be appropriate. <br />Below are some newer resources that discuss speeding and setting new speed limits. Staff will <br />summarize this at the meeting. <br />NTSB — Reducing Speeding Related Crashes <br />NACTO — City Limits — Setting Safe Sneed Limits on Urban Streets <br />As speed limits are studied in more detail, feedback from residents should be a key consideration. <br />The cities that have adopted new speed limit changes varied the amount of engagement significantly <br />and used an assortment of engagement options. Some engagement options that could be considered <br />are the following: surveys, newsletter, public hearings, etc. <br />Here is an updated snapshot of the current state of speed limits for cities in Ramsey County: <br />City <br />Speed Limit Action <br />Arden Hills <br />25 mph on all local streets. <br />Falcon Heights <br />20 mph on all local streets. 25 mph on collector streets. <br />Lauderdale <br />Considering 20 or 25 mph <br />Little Canada <br />No action <br />Maplewood <br />No action <br />Mounds View <br />Some discussion with the Council, but no clear indication of timeline for <br />final decision or implementation. <br />New Brighton <br />25 mph on all local streets. <br />North Oaks <br />Most roads 20 mph (almost all are private). Some collector streets are still <br />30 mph. <br />North St Paul <br />No action <br />
