Regular City Council Meeting <br /> Monday,January 30,2023 <br /> Page 16 <br /> Councilmember Etten appreciated the approach to this and that it was going in the <br /> right direction. He thought there was a lot of good in what can come here. One of <br /> the things he was worrying about is that some of the pieces are more valuable to <br /> developers, noting the Council had specific detailed discussion on things such as <br /> building height, for example. Tonight there was discussion about impervious sur- <br /> face and these are all pushing out and impact a development that will impact people <br /> around them and green space so it is almost in direct contrast to environmental goals <br /> or some of the things the City has tried to do to preserve neighborhood situations. <br /> He wondered about how the pieces are looked at,how staff will weigh these things, <br /> and also how it will work with other parts of the development code. <br /> Ms. Gundlach explained the simple answer is what does the City value as a com- <br /> munity and how much incentive does the City want to offer in order to get sustain- <br /> able development. She noted that right now, staff cannot require these things and <br /> there has been a lot of pressure and demand by certain groups within the community <br /> that the City should be doing more sustainable developments,and if the City cannot <br /> legally do it then it needs to be incentivized. <br /> Mayor Roe wondered if this should be rolled out as a pilot program or available to <br /> everyone. He felt it was safer to do a pilot program rather than open it up to every- <br /> one because he has some concern about how this will work. <br /> Councilmember Schroeder thought a pilot program would be best because she was <br /> also concerned there is so much to this. A pilot program would be easier to roll out <br /> because the City would want to monitor and measure each project to see if it is <br /> working or not. <br /> Ms. Gundlach reviewed staff recommendations and indicated the recommendations <br /> will be implemented and brought back to the City Council in March for further <br /> discussion. She noted the incentives will be reviewed further and taken out of the <br /> Zoning Code update at this point to work on the possibility of a pilot program. <br /> Mayor Roe thanked HKGi for the presentations. <br /> e. Consider Approval of Payoff of Interfund Loan Between PMP and Shopping <br /> Center Funds with Use of Excess Cash Reserve Fund <br /> Removed for consideration at a future City Council meeting. <br /> 8. Council Direction on Councilmember Initiated Agenda Items <br /> 9. Approve Minutes <br /> Comments and corrections to draft minutes had been submitted by the City Council prior <br /> to tonight's meeting and those revisions were incorporated into the draft presented in the <br /> Council packet. <br />
