Stormwater Amended. After City Council consideration the Roseville City Code, <br />9 Chapter803 is hereby amended to add and updatelanguageto Stormwater Management Overlay <br />10 District. <br />11 <br />12 SECTION: <br />13 <br />14 803.01:Storm WaterStormwater <br />15 Drainage Utility 803.02:Connection to <br />16 StormSewers <br />17 803.03Storm WaterStormwaterIllicit Discharge andConnections <br />18 803.04Erosion and SedimentationControl <br />19 803.05Stormwater Management Overlay District <br />20 803.04803.06Stormwater Best Management Practice (BMP) <br />21 Maintenance <br />22 803.01:STORMWATERSTORMWATERDRAINAGEUTILITY: <br />23 A.Establishment: The Municipal storm sewer system shall be operated as a public <br />24 utility pursuant to Minnesota Statute, section 444.075, from which revenueswill <br />25 be derived subject to the provisions of this Section and Minnesota statutes. The <br />26 storm waterstormwaterdrainage utility will be part of the Public Works <br />27 Department and under the administration ofthe Public WorksDirector. <br />28 B.Definition: "Residential equivalent factor, (REF)" -One REF is defined as the <br />29 ratio of the average volume of runoff generated by one acre of a given landuse <br />30 to the average volume of runoff generated by one acre of typical single-family <br />31 residential land during a standard one year rainfallevent. <br />32 C.Fees: StormwaterStormwaterdrainage fees for parcels of land shall be <br />33 determined by multiplying the REF for a parcel's land use by the parcel's <br />34 acreage and then multiplying the REF for a parcel's land use by the parcel's <br />35 acreage and then multiplying the resulting product by thestorm <br />36 waterstormwaterdrainage rate. TheREF values for various land uses are as <br />1 <br />37 follows: <br />38 For the purpose of calculating storm waterstormwaterdrainage fees, all developed <br />39 one-family and duplex parcels shall be considered to have an acreage of one-third <br />40(1/3) acre. The storm waterstormwaterdrainage rate used to calculate the actual <br />41 charge per property shall be established by City Council Resolution. <br />42 D.Credits: The City Council may adopt policies recommended by the Public <br />43 Works Director, by resolution, for adjustment of the storm waterstormwater <br />44 drainage fee for parcels based upon hydrologic data to be supplied by property <br />45 owners,which data demonstrates a hydrologic response substantially different <br />46 from the standards. Such adjustments of storm waterstormwaterdrainage fees <br />47 shall not be made retroactively. <br />48 E.Exemptions: The following land uses are exempt from storm <br />49 waterstormwaterdrainage fees: <br /> <br />
