RCA Attachment B <br />101 including interest at a rate equal to the interest rate of the original assessment <br />102 from the date of the original assessment and continuing for a period of20 <br />103 years or the amount of years the assessment was payable, whichever is less. <br />104 Interest may be waived or decreased, when it is determined by the Public <br />105 Works Director that the improvement was not subject to utilization until a <br />106 later date. If no such assessment has been levied, the assessable cost will be <br />107 determined upon the basis of the uniform charge which may have been or <br />108 which shall be charged for similar storm sewer improvements, determined on <br />109 the basis of the total assessable cost of said main or line, allocated on a <br />110 frontage basis, acreage basis, orboth. <br />111 3.No building permit shall be issued for any building where the affected lot or <br />112 parcel of land has been benefited by an assessed storm sewer improvement <br />113 unless the provisions of this subsection have been complied with. (Ord.745, <br />114 12-30-74; amd. 1995Code) <br />115 803.03:STORM WATERSTORMWATERILLICIT <br />116 DISCHARGE AND CONNECTIONS: <br />117 A.Purpose: The purpose of the ordinance is to promote, preserve and enhance the <br />118 natural resources within the City and protect them from adverse effects caused <br />119 by non-storm waterstormwaterdischarge by regulating discharges that would <br />120 have an adverse and potentially irreversible impact on water quality and <br />121 environmentally sensitive land. This ordinance will provide for the health, <br />122 safety, and general welfare of the citizens of the City of Roseville through the <br />123 regulation of non-storm waterstormwaterdischarges to the storm drainage <br />124 system to the maximum extent practicable as required by federal and state law. <br />125 This ordinance establishes methods for controlling the introduction of pollutants <br />126 into the municipalseparate storm sewer system (MS4) in order to comply with <br />127 requirements of the National Pollutant Discharge Elimination System (NPDES) <br />128 permit process. The objectives of this ordinanceare: <br />129 1.To regulate the contribution of pollutants to the municipal separatestorm <br />130 sewer system (MS4) by storm waterstormwaterdischarges by any <br />131 person. <br />132 2.To prohibit Illicit Connections and Discharges to the municipalseparate <br />133 storm sewersystem. <br />134 3.To establish legal authority to carry out all inspection, surveillanceand <br />135 monitoring procedures necessary to ensure compliance with this ordinance. <br />136 B.Definitions: For the purposes of this ordinance, the following terms,phrases, <br />137 words and their derivatives shall have the meaning statedbelow. <br />138 1.BEST MANAGEMENT PRACTICE (BMP): Erosion and sediment control <br />139 and water quality management practices that are the most effective and <br />140 practicable means of controlling, preventing, and minimizing thedegradation <br />141 of surface water, including construction-phasing, minimizing the length of <br />142 time soil areas are exposed, prohibitions, and other management practices <br />143 published by state or designated area-wide planningagencies. <br />144 a.Non-structural BMP: Practices that focus on preserving open space, <br />145 protecting natural systems, and incorporating existing landscape features <br />146 such as wetlands and stream corridors to manage storm waterstormwater <br />147 at its source. Other practices include clustering and concentrating <br />148 development, minimizing disturbed areas, and reducing the size of <br />149 imperviousareas. <br />150 b.Structural BMP: a physical device that is typically designed and <br />151 constructed to trap or filter pollutants from runoff, or reducerunoff <br /> <br />
