REQUEST FOR COUNCIL ACTION <br /> Date:, 2023 <br />Item No.: 10. <br />Department Approval City Manager Approval <br />Item Description: Adopt a Resolution to Accept 2022 Police Department Donations <br />1 B ACKGROUND <br />2 Over the years the City of Roseville has received many donations from residents, program <br />3 participants and affiliated groups. These gifts have been in the form of both materials and <br />4 monies. When staff is notified of a potential donation, they make a determination of whether to <br />5 recommend acceptance based on the suitability of the item for the city. <br />6 Per City Attorney, a resolution for acceptance of the all donated funds is required per state law. <br />7 P OLICY O BJECTIVE <br />8 The Roseville Police Department strives to establish connections with all community members, <br />9 especially historically disadvantaged groups, through community outreach initiatives. Many of <br />10 the Department’s initiatives are funded through the ongoing operating budget. However, some <br />11 outreach initiatives such as Shop with a Cop, a program building relationships between police <br />12 officers and disadvantaged youth, are funded through generous donations from residents, <br />13 businesses and community groups. Community partnerships are vital in keeping Roseville a safe <br />14 communityfor all. <br />15 The following is the City of Roseville’s policy regarding the acceptance of donations: <br />16 To avoid conflict of interest or appearance of impropriety, the solicitation of donations is <br />17 not permitted except by authorization of the City Council for various City functions and <br />18 events. <br />19 Minnesota Statute requires all donations to be officially accepted by the City Council. <br />20 B UDGET I MPLICATIONS <br />21 Approved donations may result in a budget reduction. <br />22 R ACIAL E QUITY I MPACT S UMMARY <br />23 The Roseville Police Department utilizes donations to support community outreach <br />24 initiatives including Shop with a Cop, homeless outreach, and youth mentorship <br />25 programming, prioritizing building community and fostering public trust and legitimacy <br />26 with historically disadvantaged groups. <br />Page 1 of 3 <br /> <br />
