At the City Manager’s direction, staff also 39 provided written and email notification to all current license holders of the Council’s intention pass an 40 ordinance stopping the issuance and renewal of any future STR’s. If the Ordinance is adopted, staff 41 will notify these same license holders of passage of the Ordinance. Staff will also disable the online 42 application process for STR licenses. 43 44 Additionally, given the length of the ordinance, staff is proposing the Council approve a summary th 45 publication (Attachment B). The summary requires a 4/5 vote. 46 P OLICY O BJECTIVE 47 The purpose of the license requirement for STR’s is to ensure that non-owner-occupied short-term 48 rentals of dwelling units is conducted, operated, and maintained so as not to become a nuisance to the 49 surrounding neighborhood or an infuluence that fosters blight and deterioration or creates a 50 disincentive to reinvest in the community. The operation of a short-term rental property is a business 51 enterprise that entails responsibilities required of the owner, local agent, and guests. 52 B UDGET I MPLICATIONS 53 No meaningful budget implications have been identied related to adoption of the proposed ordinance. 54 STR licenses cost $515 annually, but actual collected revenue is nominal given only six licenses have 55 been issued to-date. 56 R ACIAL E QUITY I MPACT S UMMARY 57 Any racial equity impacts as a result of adoption of the proposed ordinance have not been evaluated. 58 S TAFF R ECOMMENDATION 59 Adopt the Ordinances provided stopping the issuance or renewal of any future Short Term Rental 60 licenses and approving a summary publication. 61 R EQUESTED C OUNCIL A CTION 62 By motion, adopt the Ordinances provided stopping the issuance or renewal of any futureShort Term 63 Rental licenses and approving a summary publication.
