<br />REQUEST FOR COUNCIL ACTION <br />Date: February 27, 2023 <br />Item No.: 7.c <br />Department Approval City Manager Approval <br />Item Description: Consider Entering into the Fencing Consortium Joint Powers Agreement <br />1 B ACKGROUND <br />2 In 2021, municipalities from around the Twin Cities joined together to form a fencing consortium <br />3 that would rent or own fencing that could be deployed to protect city facilities following a critical <br />4 incident. The purpose of anti-scale fencing is to be used as a tool to protect crucial city assets and <br />5 infrastructure for unforeseen, or “no-notice” events. In addition, the fencing will help de-escalate <br />6 tension and allow for first amendment rights to be exercised after a critical incident. <br />7 <br />8 Currently, 30 cities and agencies have approved entering into the fence consortium joint powers <br />9 agreement (JPA). Members include every Ramsey County city that has a police department (New <br />10 Brighton, Maplewood, White Bear Lake, North St. Paul, Mounds View, and St. Paul). A full listing <br />11 of member cities are as follows: <br />12 <br />13 Blaine 28 Minnetonka <br />14 Bloomington 29 New Brighton <br />15 Brooklyn Park 30 New Hope <br />16 Brooklyn Center 31 North St. Paul <br />17 Chaska 32 Oakdale <br />18 Columbia Heights 33 Osseo <br />19 Cottage Grove 34 South Lake Minnetonka <br />20 Crystal 35 Spring Lake Park <br />21 Eden Prairie 36 St. Anthony <br />22 Edina 37 St. Louis Park <br />23 FAA/Metropolitan Airport Commission 38 St. Paul <br />24 Fridley 39 Stillwater <br />25 Hopkins 40 Washington County Sheriff <br />26 Maplewood 41 White Bear Lake <br />27 Mounds View 42 Woodbury <br />43 <br />44 Ramsey County Cities are highlighted in yellow <br />45 <br />46 As a member of the consortium, Roseville would be able to access the fencing when needed after a <br />47 critical incident. (The fencing could not be used for planned events, only for "no-notice" <br />48 events). Public Works crews from consortium members, including Roseville, would install the <br />49 fencing. It is expected that the fencing could be fully in place within 24 hours. <br />50 <br />51 While it can be claimed that using the fencing will makecity facilities look like a fortressandcreate <br />52 further tension, the alternative is to have no fencing surround a city facility.
