Attachment E <br />46 members anti-scalable fencing in response to critical incidences, sets out the powers of the joint <br />47 board, requires members to pay their share of the fencing costs and operational costs of the <br />48 Fencing Consortium, requires members to provide staffing to assemble and disassemble the <br />49 fencing as part of the Public Works Mutual Aid Pact, and otherwise provides for the operation of <br />50 the Fencing Consortium as a joint powers entity; and <br />51 <br />52 WHEREAS, the governmental unit is a member of the Public Works Mutual Aid Pact and is <br />53 otherwise eligible to adopt the Fencing JPA; and <br />54 <br />55 WHEREAS, it is in the best interests of the community to become a member and participate in <br />56 the Fencing Consortium. <br />57 <br />58 NOW, THEREFORE, BE IS RESOLVED, by the Roseville City Council that: <br />59 <br />60 1. The Fencing JPA is hereby approved and adopted. <br />61 <br />62 2. The City Manager is authorized and directed to make nominations and to cast votes on <br />63 persons to be elected to the Fencing Consortium Board of Directors. <br />64 <br />65 3. Staff are authorized and directed to do each of the following: <br />66 <br />67 a. Submit a fully executed copy of this Resolution as directed in the Fencing JPA to <br />68 indicate membership in the Fencing Consortium; <br />69 <br />70 b. Designate a primary and secondary point of contact for the Fencing Consortium for <br />71 administrative purposes. <br />72 <br />73 c. Coordinate with the other Fencing Consortium members and the Board on the <br />74 selection of staff from the public works department to serve on the fencing <br />75 deployment team; and <br />76 <br />77 d. To take such other actions as may be needed to carry out the intent of this Resolution <br />78 and as may be required under the terms of the Fencing JPA. <br />79 <br />80 <br />81 <br />82 <br /> <br />
