Regular City Council Meeting <br /> Monday, February 13, 2023 <br /> Page 3 <br /> Etten moved, Schroeder seconded, approving Lake Owasso Safe Boating Associa- <br /> tion's Request for a Permit from the Ramsey County Sheriff for a Water Ski Course <br /> on Lake Owasso for the 2023 Season. <br /> Roll Call <br /> Ayes: Groff, Strahan, Etten, Schroeder, and Roe. <br /> Nays: None <br /> c. 2022 Tobacco Presumptive Penalty Approval Speedway <br /> Deputy Chief Joe Adams briefly highlighted this item as detailed in the Request for <br /> Council Action and related attachments dated February 13, 2023. <br /> Mr. Dan Paulzine, Area Leader for Speedway, explained that in August 2022, he <br /> became in charge of this particular location,which was prior to the actual violation. <br /> One of the things they have done is require all of the employees to go through <br /> recertification retraining through CBT's for both tobacco and alcohol and this will <br /> be done every three months going forward. The employee was terminated imme- <br /> diately after the violation. He advised there have also been some manager changes <br /> at that location and he was confident this will not be an issue going forward. <br /> Mayor Roe asked for clarification on the recertification of employees and if that <br /> happened after notification of the violation. <br /> Mr. Paulzine indicated it happened after notification, since December 2022 and <br /> recertification will be done quarterly going forward to make sure this does not hap- <br /> pen again. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming for- <br /> ward. <br /> Council Discussion <br /> Mayor Roe noted there is an alcohol violation as a part of this, and stated his un- <br /> derstanding that the suspensions would not be concurrent with each other, these <br /> would happen at different times. <br /> Deputy Chief Adams explained that is correct. These were two different violations <br /> for separate things calling for the suspension and would be dealt with on different <br /> days. He noted it does not appear for the off-sale that there will be a suspension for <br /> the first violation. If that did become the case, it would be on different days. <br />
