Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: Etten, Schroeder, Groff, Strahan, and Roe. City Manager Patrick Trudgeon and <br /> City Attorney Rachel Tierney were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Councilmember Strahan requested removal of Item 10J (Approve Partnership with People <br /> Incorporated to Expand Mental Health Service)from the Consent Agenda for separate con- <br /> sideration. <br /> Schroeder moved, Strahan seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: Etten, Schroeder, Groff, Strahan, and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> Mr. Roger Hess,Jr., Wagener Place <br /> Mr. Hess explained he was at the meeting to ask the City Council to consider discussing <br /> some items throughout the year. The first item is a Safe Exchange Zone, like many other <br /> cities have implemented and emergency call boxes at the parks buildings, at least one at <br /> the wading pool for emergencies that occur. He explained the City's Equity Statement <br /> seems to be missing three major categories and he thought the City Council should consid- <br /> ering adding the following: Gender ID, Home Language and Physical Appearance. He <br /> sees all of those in other cities and school districts but he does not see them in Roseville's <br /> Equity Statement. He explained the City finished the Pocahontas Park renaming so now <br /> the City should work on Pioneer Park renaming. He explained that pioneers are the people <br /> that took the land from the Native Americans and the City is honoring them. He would <br /> also like the City to start looking at the over fifty cultural backgrounds in Roseville yet the <br /> City only seems to honor three or four throughout the year. The City should start honoring <br /> some other ones too rather than just the same ones. He suggested if the City wanted to <br /> have a more diverse population involved in City Government, the Council should go to six <br /> Councilmembers so there is more room and more chance for more diverse people on the <br /> Council. He explained the one thing that bothered him about the water rate last year is that <br /> the Council did not really find out about it until later in the year and it seemed like at the <br />
