Regular City Council Meeting <br /> Monday, February 27, 2023 <br /> Page 11 <br /> Mr. Trudgeon explained that is something the City has to feel out during the pro- <br /> cess. He thought when there was an emergency situation, there was not the luxury <br /> of waiting for the next Council meeting or to have an emergency Council meeting. <br /> That is something staff and the Council will need to talk through. He thought the <br /> Council would still want to allow the ability for staff to be able to make decisions, <br /> but his intention would be to keep the Council informed of what staff is thinking <br /> and receive feedback in regard to that. <br /> Councilmember Schroeder thought it was unfortunate that the City finds itself in <br /> this environment, that it is even considering something like this. She appreciated <br /> staff bringing this forward. She did see and hear that the City can withdraw from <br /> the consortium and if the City does approve this tonight, it would be for a year and <br /> the City can withdraw after that time,noting it would allow the City Council to see <br /> how it is working at that point. <br /> Mayor Roe explained even if the City is participating in the consortium, it is still <br /> the City's decision as the City of Roseville and whether they request deployment <br /> of a fence, based on circumstances, and there might not be a circumstance that <br /> would call for it. <br /> Councilmember Groff explained he was concerned because everybody is white in <br /> the room and he really would have liked to have more BIPOC input on this because <br /> it is a societal issue that really, even though it is presented as safety, has a racial <br /> component. He thought the Council and staff all need to be mindful of that. <br /> Councilmember Strahan agreed with Councilmember Groff on that piece. She <br /> thought if was unfortunate that the City did not get the input from the full MAC <br /> committee or a recommendation from them. She was opposed to spending dollars <br /> if the City is never going to use it or if the City does not think they will have access <br /> to the item. <br /> Mr. Trudgeon addressed the concern about making a last-minute decision and <br /> bringing something forward when a deadline approaches. He indicated that in Jan- <br /> uary he communicated to the Council some background on the consortium. Staff <br /> learned soon after that the consortium was having a deadline by the end of February. <br /> Staff felt they had to use the month of February the best it could to bring it forward <br /> and gave it as much time as possible in order to interact with the MAC,in particular. <br /> Staff would have liked to have done it differently as well,understanding the trepi- <br /> dation and this certainly was not intentional. Staff is not trying to sneak up on <br /> anybody on this item. Staff wanted to have a longer road in order to talk about this <br /> in deeper conversations. He felt that throughout the whole process, it brings a per- <br /> son to places where you are thinking of the worst possible outcomes and situations. <br /> In the end, after processing that, in his mind,he thought this was important to con- <br /> sider. Regardless on whether the City joins the consortium or not,if a critical inci- <br /> dence happens the City is going to be looking for fencing and why not put the City <br />
