Regular City Council Meeting <br /> Monday,February 27, 2023 <br /> Page 13 <br /> Councilmember Groff explained he is trusting staff, and the Police and Fire Chiefs <br /> on this. He knew this was researched carefully and he did not want to be in the <br /> position of putting the City on the spot if fencing was needed if an incident did <br /> occur. He would like to take the year to collect more information from more people <br /> in the City to find out what they think. <br /> Councilmember Strahan wanted to make sure that any decisions about deployment <br /> of this fence are brought to a wide array of people, including the MAC and the <br /> HRIEC, Mr. Brooks and his DEI lens, so that they reflect the perceptions and the <br /> lived experiences of people outside of just Caucasian Roseville. She noted at least <br /> twenty-five to thirty percent of Roseville does not think that they look like the peo- <br /> ple in the room and she wants to make sure they are a part of the conversation. <br /> Councilmember Etten indicated he would support this and will look for something <br /> faster than that one year in the next couple of months,also supporting a more robust <br /> connection with the community, as described by others, so the City is thinking <br /> ahead. <br /> Mayor Roe indicated he would support the motion. He understood all of the con- <br /> cern raised and thought they were important concerns and worthy to have that fol- <br /> low-up on. He appreciated the notion that after a year the City does have the op- <br /> portunity to back out. He did not like being put in the position to act under a dead- <br /> line and if there was a way to delay, he thought the intention of staff was to have a <br /> longer process before getting to this decision point. He noted he was aware of this <br /> consortium, thought the City should discuss it, and find out more about it. He <br /> thought this was a lot like insurance where you hope you do not have to use it. <br /> Councilmember Strahan indicated she was not going to support this, felt the Coun- <br /> cil was elected to represent the will of the people, and she did not know if this <br /> reflects the will of citizens because they have not had time to fully understand it. <br /> Roll Call <br /> Ayes: Etten, Schroeder, Groff, and Roe. <br /> Nays: Strahan <br /> 8.
