Regular City Council Meeting <br /> Monday, February 27, 2023 <br /> Page 9 <br /> Councilmember Strahan indicated this does not include the OVAL either, it would <br /> just include City Hall and the Police Department. She has concerns because the <br /> fence in Minneapolis did not necessarily stop any destruction. She was also con- <br /> cerned about the cost involved. She explained this states a fence would be installed <br /> within 24 hours but if the City had an egregious situation a lot of damage could <br /> occur in that amount of time and she did have a lot of concern with bringing this <br /> forward especially with all of the Multicultural Advisory Committee(MAC) input <br /> because the City Council relies on march decisions and although this is monetarily <br /> not huge, she thought this was a pretty large decision on the face of what people <br /> see as over policing. She also thought people in the community are going to want <br /> to have input and she would think that in the least, the City would task the MAC <br /> with being their input. She was also curious to know what would happen to their <br /> funding needs then if other cities pulled out of this consortium. She knew that most <br /> of the cities, any monitored by Ramsey County Sheriff and then for some reason, <br /> Lauderdale, are also not involved, which is most of the people around Roseville, <br /> except for Maplewood and Minneapolis, which probably has their own set of fenc- <br /> ing. Her biggest concern is with St. Paul also being a part of this, so if there was <br /> an event that did not necessarily happen in Roseville, something like Philando Cas- <br /> tille or some other horrifying event again, that Roseville would not be the highest <br /> priority. Also,if the City was part of a consortium and there was a need in St. Paul <br /> or whatever, the City of Roseville would not even have the opportunity to even be <br /> participating. <br /> Chief Brosnahan indicated this tends to be a first come, first served, as far as that <br /> process goes. The other piece of their emergency management planning process is <br /> to have a secondary or backup option. The City does have a couple of different <br /> options that could be utilized if, for some reason, the fence is either not available <br /> or there is not enough footage to protect their area. <br /> Councilmember Strahan asked staff if the City had insurance to cover damages if <br /> damages were to occur if the City decided not be a part of this. <br /> Mr. Trudgeon explained the City does have insurance but there are deductibles as <br /> well. <br /> Councilmember Strahan asked if there would be any impact to the City's insurance <br /> if the City were to participate in the consortium. Would this decrease their premi- <br /> ums for risk or does it change anything along those lines. <br /> Mr. Trudgeon indicated he was not aware of how that would affect insurance as <br /> Staff has not asked that particular question. He thought offering more protection <br /> would be more helpful but whether that leads to rate reduction,he did not know. <br />
