No fertilizer shall be used in establishing new buffer areas, except on highly 213 <br />disturbed sites when necessary to establish acceptable buffer vegetation and then 214 <br />limited to amounts indicated by an accredited soil testing laboratory. 215 <br />h. All seeded areas shall be mulched or blanketed immediately in a method approved 216 <br />by the City. 217 <br />i. Buffer areas (both natural and created) shall be protected by erosion and sediment 218 <br />control measures during construction in accordance with Section 803.04 Erosion 219 <br />and Sediment Control. The erosion and sediment control measures shall remain in 220 <br />place until the vegetation is established. 221 <br />j. Buffer vegetation shall be actively managed throughout the three-year 222 <br />establishment period. This includes but is not limited to: mowing, overseeding, 223 <br />spot weed control, prescribed burning, and watering. 224 <br />k. Buffer vegetation shall be established and maintained in accordance with the 225 <br />requirements above. During the first three full growing seasons, the applicant or 226 <br />developer must replant any buffer vegetation that does not survive. The applicant 227 <br />or developer shall specify a method acceptable to the City for monitoring 228 <br />compliance and verifying establishment of the buffer at the end of the third full 229 <br />growing season. 230 <br /> 231 <br /> 232 <br /> Section 3. Effective Date.
