Page 8 of 9 <br />NYFS is requesting $10,000 to support the programs that directly support Roseville residents – Clinic-322 <br />based Mental Health Services, School-Based Mental Health Services, Youth Diversion, Community 323 <br />Connections and Community Case Management. Many of our clients are low income, uninsured or 324 <br />underinsured and struggling to make their copays and while this was a problem before the pandemic, it 325 <br />has gotten worse for clients who are struggling with post-pandemic mental and physical health issues 326 <br />and economic upheaval. We have provided over $$ in uncompensated care to Roseville residents 327 <br />during 2022. 328 <br /> 329 <br />The non-profit applicants have been invited to attend the City Council meeting. 330 <br /> 331 <br />POLICY OBJECTIVE 332 <br />To ditribute funds from Roseville’s allocation of American Resuce Plan Act funds to ensure the 333 <br />community is economically prosperous, phyiscally and mentally active and healthy and the City is 334 <br />engaged in the community’s success as described in the City’s Community Aspirations. 335 <br />FINANCIAL IMPACTS 336 <br />The City received a total of $3,984,102.54 of ARPA funds. The City Council has directed $50,000 of 337 <br />the ARPA funds to be distributed through the non-profit grant program. Five non-profit agencies have 338 <br />applied for the maximum grant award of $10,000 for a total of $50,000 of requests. 339 <br /> 340 <br />RACIAL EQUITY IMPACT SUMMARY 341 <br />The American Rescue Plan Act of 2021 created funding to deliver $350 billion of aid to states, 342 <br />municipalities, counties and Tribal governments. Among the key objectives of the funding was to 343 <br />support an equitable recovery for households and businesses and address systemic public health and 344 <br />economic challenges that have contributed to the unequal impact of the pandemic on certain 345 <br />populations. As demonstrated in the submitted applications, the granting of ARPA funds to the local 346 <br />non-profits will directly impact Roseville’s BIPOC community and community members of lower 347 <br />socio-economic means. 348 <br />STAFF RECOMMENDATION 349 <br />Staff recommends the City Council review the submitted applications and award the following grants: 350 <br /> 351 <br />Bhutanese Community Organization of Minnesota $10,000 352 <br />Bridging $10,000 353 <br />Keystone $10,000 354 <br />Karen Organization of Minnesota $10,000 355 <br />Northeast Youth and Family Services $10,000 356 <br />REQUESTED COUNCIL ACTION 357 <br />The City Council should review the submitted applications from area non-profits and consider awarding 358 <br />grants to the following applicants: 359 <br /> 360 <br />Bhutanese Community Organization of Minnesota $10,000 361 <br />Bridging $10,000 362 <br />Keystone $10,000 363 <br />Karen Organization of Minnesota $10,000 364 <br />Northeast Youth and Family Services $10,000 365 <br /> 366 <br /> 367
