City of Roseville <br />ARPA Funding Non-profit Eligibility Criteria <br />The City of Roseville is making available a portion of the Federal American Rescue Plan Act <br />(ARPA) funds received as one-time grants to non-profit organizations serving the Roseville <br />community. Grants of up to $10,000 are available to non-profit organizations that meet the <br />following qualifications: <br />1) The organization must be a registered non-profit in the state of Minnesota and a 501(c)(3) <br />Charitable Organization as defined by the Internal Revenue Service and in good standing <br />with charity review organizations. <br />2) The organization must have an annual budget that is $10 million or less <br />3)The organization must provide direct services to Roseville community members. As part <br />of the application submittal, the organization will be required to provide information on <br />the amount and type of services provided to community members. <br />4) The organization provides a community-based service, event, or program that benefits the <br />greater good of the community and not just the members of that organization <br />5)The organization, program, project, or event does not advocate a political or religious <br />affiliation or belief <br />6)The organization provides direct services, education, or advocacy to residents of Roseville <br />in response to the pandemic OR the organization experienced negative financial impacts <br />from the pandemic that can be demonstrated with documentation detailing the negative <br />financial impact <br />7)Organizations that are affiliated with and provide funds directly to the City shall not be <br />eligible to receive funds under this program <br />Eligible uses of City ARPA Funds for Non-Profits <br />Eligible uses of City ARPA funds by non-profits include funding to provide programs and direct <br />service to community members impacted by the pandemic. Other eligible uses of the funds include <br />payroll and benefit costs, utilities, rent/mortgage payments, insurance, and other operating costs <br />that directly support services to community members. <br />Applying for City ARPA Funds for Non-Profits <br />Non-profit organizations interested in receiving City ARPA funds for non-profits shall complete <br />the attached Roseville ARPA Funding Request Application (attached) and include all pertinent <br />information required by the application. Submission of an application is not a guarantee of <br />funding. Applications will initially be reviewed for staff and qualifying applications will be <br />forwarded to the Roseville City Council for consideration of approving the grant awards at a <br />future City Council meeting. Applicants who are awarded funding will be required to enter into <br />an agreement with the City of Roseville. <br />Attachment A
