including interest at a rate equal to the interest rate of the original assessment 101 <br />from the date of the original assessment and continuing for a period of20 102 <br />years or the amount of years the assessment was payable, whichever is less. 103 <br />Interest may be waived or decreased, when it is determined by the Public 104 <br />Works Director that the improvement was not subject to utilization until a 105 <br />later date. If no such assessment has been levied, the assessable cost will be 106 <br />determined upon the basis of the uniform charge which may have been or 107 <br />which shall be charged for similar storm sewer improvements, determined on 108 <br />the basis of the total assessable cost of said main or line, allocated on a 109 <br />frontage basis, acreage basis, or both. 110 <br />3. No building permit shall be issued for any building where the affected lot or 111 <br />parcel of land has been benefited by an assessed storm sewer improvement 112 <br />unless the provisions of this subsection have been complied with. (Ord. 745, 113 <br />12-30-74; amd. 1995 Code) 114 <br />803.03 : STORM WATERSTORMWATER ILLICIT 115 <br />DISCHARGE AND CONNECTIONS: 116 <br />A. Purpose: The purpose of the ordinance is to promote, preserve and enhance the 117 <br />natural resources within the City and protect them from adverse effects caused 118 <br />by non-storm waterstormwater discharge by regulating discharges that would 119 <br />have an adverse and potentially irreversible impact on water quality and 120 <br />environmentally sensitive land. This ordinance will provide for the health, 121 <br />safety, and general welfare of the citizens of the City of Roseville through the 122 <br />regulation of non- storm waterstormwater discharges to the storm drainage 123 <br />system to the maximum extent practicable as required by federal and state law. 124 <br />This ordinance establishes methods for controlling the introduction of pollutants 125 <br />into the municipal separate storm sewer system (MS4) in order to comply with 126 <br />requirements of the National Pollutant Discharge Elimination System (NPDES) 127 <br />permit process. The objectives of this ordinance are: 128 <br />1. To regulate the contribution of pollutants to the municipal separate storm 129 <br />sewer system (MS4) by storm waterstormwater discharges by any 130 <br />person. 131 <br />2. To prohibit Illicit Connections and Discharges to the municipal separate 132 <br />storm sewer system. 133 <br />3. To establish legal authority to carry out all inspection, surveillance and 134 <br />monitoring procedures necessary to ensure compliance with this ordinance. 135 <br />B. Definitions: For the purposes of this ordinance, the following terms, phrases, 136 <br />words and their derivatives shall have the meaning stated below. 137 <br />1. BEST MANAGEMENT PRACTICE (BMP): Erosion and sediment control 138 <br />and water quality management practices that are the most effective and 139 <br />practicable means of controlling, preventing, and minimizing the degradation 140 <br />of surface water, including construction-phasing, minimizing the length of 141 <br />time soil areas are exposed, prohibitions, and other management practices 142 <br />published by state or designated area-wide planning agencies. 143 <br />a. Non-structural BMP: Practices that focus on preserving open space, 144 <br />protecting natural systems, and incorporating existing landscape features 145 <br />such as wetlands and stream corridors to manage storm waterstormwater 146 <br />at its source. Other practices include clustering and concentrating 147 <br />development, minimizing disturbed areas, and reducing the size of 148 <br />impervious areas. 149 <br />b. Structural BMP: a physical device that is typically designed and 150 <br />constructed to trap or filter pollutants from runoff, or reduce runoff 151 <br />RCA Attachment B
